8. The Charter of the United Nations imposes in general terms an obligation on all its Members to " take joint and separate action in cooperation with the Organization " , inter alia, for the achievement of human rights (see Arts. 55 and 56).

Indeed, Articles 55 and 56 of the Charter addressed the issue of human rights directly, stipulating that the United Nations would promote universal respect for, and observance of, those rights without distinction as to race, sex, language or religion, and that all members pledge themselves to take joint and separate action in cooperation with the Organization to that end.
