In order to realize the Non-Proliferation Treaty's shared goal of a world without nuclear weapons, it is in the interests of all States to participate in discussions around each of the options described above from the outset and to strive for the universality of any effective measures that might emerge from these discussions, pursuant to article VI of the Treaty.

10. Bearing in mind the unequivocal undertaking of the nuclear-weapon States to destroy their nuclear arsenals, the nuclear-weapon States have a responsibility to report on actions they have taken to comply with the obligation to hold negotiations in good faith on effective measures relating to nuclear disarmament, pursuant to article VI of the Treaty and the nuclear disarmament measures agreed in 2000 and 2010.
10 - وانطلاقاً من التعهد القاطع الذي التزمت به الدول الحائزة للأسلحة النووية بتدمير ترساناتها النووية، تتحمَّل الدول الحائزة للأسلحة النووية مسؤولية الإبلاغ عن الإجراءات التي اتخذتها للامتثال إزاء الالتزام بعقد مفاوضات في نيّة حسنة بشأن التدابير الفعالة المتصلة بنزع السلاح النووي، عملاً بالمادة السادسة من المعاهدة وبتدابير نزع الأسلحة النووية المتفق عليها في عامي 2000 و2010.

To that end, the Conference should, inter alia: reaffirm and implement as a matter of urgency the 13 practical steps adopted at the 2000 Review Conference; draw up a list of the specific actions needed to implement article IV of the Treaty on the basis of an agreed timetable; and decide on the modalities for a treaty on general and complete disarmament pursuant to article VI of the Treaty.
ولبلوغ هذه الغاية، ينبغي أن يعمد المؤتمر إلى جملة أمور من بينها: إعادة تأكيد وتنفيذ على سبيل الاستعجال، الخطوات العملية الثلاث عشرة المعتمدة في مؤتمر الاستعراض عام 2000؛ ووضع قائمة بالإجراءات المحددة اللازمة لتنفيذ المادة الرابعة من المعاهدة على أساس جدول زمني متفق عليه؛ وأن يقرر الطرائق المتعلقة بمعاهدة بشأن نزع السلاح العام والكامل عملاً بالمادة السادسة من المعاهدة.

3. With respect to the question as to whether such individuals serving on expert bodies/review teams could be considered " Experts on missions for the United Nations " pursuant to article VI of the Convention, we wish to advise that this would not be appropriate, as such individuals are neither appointed by the Secretary-General, nor " perform missions for the United Nations " .
3- وفيما يتعلق بمسألة ما إذا كان بالإمكان اعتبار هؤلاء الأفراد العاملين في هيئات الخبراء/أفرقة الاستعراض " خبراء في مهمات للأمم المتحدة " عملاً بالمادة السادسة من الاتفاقية، نود إبلاغكم بأن هذا الأمر لا يصح، إذ لا يعيِّنهم الأمين العام، ولا " يؤدون مهمات للأمم المتحدة " .

There, all agreed on the need for increased transparency by the nuclear-weapon States with regard to their nuclear weapons capabilities and to the implementation of disarmament agreements pursuant to article VI. All States parties also agreed on the need for increased transparency as a confidencebuilding measure to support further progress on nuclear disarmament.

Included among these sub-steps is, " increased transparency by the nuclear-weapon States with regard to the nuclear weapons capabilities and the implementation of agreements pursuant to article VI and as a voluntary confidence-building measure to support further progress on nuclear disarmament. "

For instance, in a 1999 decision, the Luxembourg Court of Appeal considered the argument of the party resisting enforcement that an award rendered in Switzerland had no res judicata effect in light of proceedings to set the award aside at the Swiss Federal Supreme Court and that pursuant to article VI of the New York Convention, enforcement proceedings in Luxembourg should be suspended pending this decision.
52- ففي قرار صدر في عام 1999، نظرت محكمة استئناف لكسمبرغ في حجة طرف يعترض على تنفيذ قرار تحكيم صدر في سويسرا بحجة أن ليس له تأثير الأمر المقضي به في ضوء إجراءات تستهدف إلغاءه في المحكمة الاتحادية العليا في سويسرا وأنه عملاً بالمادة السادسة من اتفاقية نيويورك، ينبغي تعليق إجراءات التنفيذ في لكسمبرغ بانتظار هذا القرار.

In its memorandum (see annex), the Office of Legal Affairs stated that it would not be appropriate for individuals serving on constituted bodies and expert review teams under the Kyoto Protocol to be considered " Experts on missions for the United Nations " pursuant to article VI of the 1946 Convention, as such individuals are neither appointed by the Secretary-General, nor " perform missions for the United Nations " .
4- ذكر مكتب الشؤون القانونية في مذكرته (انظر المرفق) إنه لا يصح اعتبار الأفراد العاملين في الهيئات وأفرقة خبراء الاستعراض المنشأة بموجب بروتوكول كيوتو " خبراء في مهمات للأمم المتحدة " عملاً بالمادة السادسة من اتفاقية عام 1946، إذ لا يعيِّنهم الأمين العام، ولا " يؤدون مهمات للأمم المتحدة " .

Kyoto Protocol. You further inform us that the Parties have requested the views of the Secretary-General as to whether these individuals could enjoy privileges and immunities under the General Convention: " (a) by considering them " Experts on missions for the United Nations " , pursuant to article VI of the General Convention; or (b) by other ways " .
