As Article 14 of the Stockholm Convention states that the Global Environment Facility shall, on an interim basis, serve as the principal entity entrusted with the operations of the financial mechanism referred to in Article 13 and to date no other entities have been entrusted with operations of the mechanism, the draft report focuses primarily on the Global Environment Facility.

The representative of GEF drew the attention of the Committee to information document UNEP/POPS/COP.1/INF/11 on activities undertaken by GEF as the principal entity entrusted with the operations of the financial mechanism on an interim basis.

A number of representatives said that there was a need for additional improvements in the operations of the financial mechanism to ease access to financing, stressing that the application procedures and information requirements, particularly those relevant to co-financing requirements, were excessively complicated.
194- وقال عدد من الممثلين إن هناك حاجة إلى تحسينات إضافية في عمليات الآلية المالية لتيسير الحصول على التمويل، مع التأكيد على أن تطبيق الإجراءات والمتطلبات من المعلومات، وخصوصاً تلك المتصلة بمتطلبات التمويل المشترك تعتبر معقّدة بشكل زائد.

4. The Council will ensure the effective operation of the GEF, as an entity entrusted with the operations of the financial mechanism under the Convention, as a source of funding activities for the purposes of the Convention in conformity with the guidance provided to it by the Conference of the Parties.
4 - يكفل المجلس فعالية تشغيل مرفق البيئة العالمية، بوصفه الكيان المنوط به عمليات الآلية المالية في إطار الاتفاقية، كمصدر تمويل للأنشطة المقامة لأغراض الاتفاقية بما يتوافق مع التوجيهات المقدمة إليه من مؤتمر الأطراف.

Further requests the Secretariat to transmit the guidance to the financial mechanism contained in the annex to the present decision to the Global Environment Facility, which is, on an interim basis, the principal entity entrusted with the operations of the financial mechanism in accordance with Article 14 of the Convention;
3 - يطلب كذلك إلى الأمانة إحالة الإرشادات المتعلقة بالآلية المالية والواردة بمرفق هذا المقرر إلى مرفق البيئة العالمية باعتباره الكيان الرئيسي الموكل إليه مؤقتاً تنفيذ عمليات الآلية المالية عملاً بالفقرة 14 من الاتفاقية.

4. The Council will ensure the effective operation of GEF, as an entity entrusted on an interim basis with the operations of the financial mechanism under the Convention, as a source of funding activities for the purposes of the Convention in conformity with the guidance provided to it by the Conference of the Parties.
4 - يكفل المجلس فعالية تشغيل مرفق البيئة العالمية، بوصفه الكيان المنوط به، مؤقتاً، تنفيذ عمليات الآلية المالية في إطار الاتفاقية، كمصدر تمويل للأنشطة المقامة لأغراض الاتفاقية بما يتوافق مع التوجيهات المقدمة إليه من مؤتمر الأطراف.

The information provided in response to the invitation referred to in paragraph 3 above, by two Parties and the Global Environment Facility, as the principal entity entrusted with the operations of the financial mechanism on an interim basis.
(ج) المعلومات المقدمة استجابة للدعوة المشار إليها في الفقرة 3 آنفاً من طرفين، ومن مرفق البيئة العالمية باعتباره الكيان الرئيسي المنوط به عمليات الآلية المالية على أساس مؤقت.

Article 14 of the Convention nominates GEF " ...on an interim basis, [to] be the principal entity entrusted with the operations of the financial mechanism... "

(b) The Global Environment Facility, as the principal entity entrusted with the operations of the financial mechanism on an interim basis, is invited to provide information gathered through its operations relevant to assistance needs in Parties;
(ب) مرفق البيئة العالمية بوصفه الكيان الرئيسي الموكل إليه عمليات الآلية المالية على أساس مؤقت، مدعو إلى تقديم المعلومات المجمعة من الأطراف من خلال عملياته ذات الصلة بالاحتياجات من المساعدات؛

III. Project Activities in the POPs Focal Area The GEF, as the principal entity entrusted with the operations of the financial mechanism of the Stockholm Convention, on an interim basis, provides financing to country-driven projects consistent with guidance approved by the Conference of the Parties on policy, strategy, program priorities and eligibility.
8 - يقوم مرفق البيئة العالمية بوصفه الجهاز الرئيسي الذي أسندت إليه عمليات الآلية المالية لاتفاقية استكهولم على أساس مؤقت، بتوفير التمويل للمشاريع المعدة حسب احتياجات القطر بما يتماشى مع الإرشادات التي وافق عليها مؤتمر الأطراف بشأن أولويات السياسات والاستراتيجيات والبرامج والأهلية.

(a) The Global Environment Facility, as the principal entity entrusted with the operations of the financial mechanism on an interim basis, is invited to provide information gathered through its operations relevant to assistance needs in eligible Parties;
(أ) مرفق البيئة العالمية بوصفه الكيان الرئيسي الموكلة إليه عمليات الآلية المالية على أساس مؤقت الذي يدعى إلى توفير المعلومات التي جمعت من خلال عملياته ذات الصلة بالاحتياجات من المساعدات في الأطراف المؤهلة؛

10. The Financial Mechanism could benefit from the expertise, policy advice, information and/or technical assistance that the TEC and the CTCN can provide to the operations of the financial mechanism.
10- ويمكن أن تستفيد الآلية المالية للاتفاقية من الخبرات والمشورة السياسية والمعلومات و/أو المساعدة التقنية التي بمقدور اللجنة التنفيذية المعنية بالتكنولوجيا ومركز وشبكة تكنولوجيا المناخ تقديمها لدعم عمليات الآلية المالية.

7 - ولما كانت المادة 14 من اتفاقية استكهولم تنص على أن مرفق البيئة العالمية سيكون الكيان الرئيسي الذي تعهد إليه، بصفة مؤقتة، عمليات الآلية المالية المشار إليها في الفقرة 13، ولم يُعهد حتى الآن لأي كيانات أخرى بعمليات الآلية، فإن مشروع التقرير يركز أساساً على مرفق البيئة العالمية.

(a) To enable the Conference of the Parties to provide at regular intervals, to the principal entity entrusted with the operations of the financial mechanism and to other entities should they be so entrusted, assessments of the total funding needed by Parties eligible for assistance from the financial mechanism to facilitate their effective implementation of the Convention;
(أ) تمكين مؤتمر الأطراف من أن يقدم، على فترات منتظمة للكيان الرئيسي الموكل إليه عمليات الآلية المالية وللكيانات الأخرى إذا أُوكل إليها ذلك، تقييمات للتمويل الكلي اللازم للأطراف المؤهلة للحصول على المساعدة من الآلية المالية لتيسير تنفيذها الفعال للاتفاقية؛
