In paragraph 5 of Security Council resolution 1441 (2002), adopted on 8 November 2002, the Council requested the International Atomic Energy Agency (IAEA) to update the Council 60 days after resumption of inspections in Iraq.

In the period under review, the Executive Chairman of UNMOVIC briefed the Security Council informally on 19 December 2002 and 9 January 2003 on the declaration presented by Iraq on 7 December in response to paragraph 3 of Security Council resolution 1441 (2002), and on the progress of inspections in Iraq and other UNMOVIC activities.

The draft handbook was also used as a reference basis during the talks (July and September/October 2002) held between UNMOVIC, IAEA and the Government of Iraq on the practical arrangements related to the resumptions of inspections in Iraq, and material contained in the draft handbook has been used in UNMOVIC training courses.
