The Programme of Action of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance included a proposal by Mexico to invite the General Assembly to consider the drafting of a comprehensive and integral international convention to promote and protect the rights and dignity of persons with disabilities.

I) and decided to include the implementation of the Programme of Action as an integral part of the Framework for Regional Technical Cooperation for the Asia-Pacific Region.

In its resolution 1998/6, the Sub-Commission on Prevention of Discrimination and Protection of Minorities decided to request Mr. Paulo Sergio Pinheiro to prepare, without financial implications, a paper on proposals for the work of the World Conference against Racism, Racial Discrimination and Related Intolerance to be considered by the Sub-Commission at its fifty-first session.
