ورأت أن هذه المسألة تعتبر عملا عدوانيا تقـوم بـــه دولة كبرى، اقتصاديا وعسكريا وتكنولوجيا، ضــد بلـد صغير، وهو عمل يتعارض مع قواعد القانون الدولي والمبادئ الواردة في ميثاق المنظمــة.

The text stresses the need to reinforce the legal regime and international law regarding the use of outer space, since the present provisions alone are not sufficient to prevent an arms race in outer space. The draft resolution calls upon States involved in the use of outer space to refrain from actions contrary to that objective.
لأنه لا يكفل وحده منع حدوث سباق التسلح في الفضاء الخارجي، ومن ثم ضرورة اتخاذ تدابير إضافية لتعزيزه، كما يهيب بالدول الفاعلة في مجال الفضاء الخارجي أن تمتنع عن القيام بأي عمل يتعارض مع أهداف هذا القرار.

The General Assembly furthermore invited the nuclear-weapon States and all other States to render their assistance in the establishment of the zone and, at the same time, to refrain from any action that ran counter to both the letter and the spirit of the initiative.
ودعت الجمعية العامة كذلك الدول الحائزة للأسلحة النووية وسائر الدول إلى تقديم مساعدتها فيما يتعلق بإنشاء المنطقة وإلى الامتناع، في الوقت نفسه، عن أي عمل يتعارض مع هذا القرار نصا وروحا.

4. Pending the Treaty's entry into force, States should refrain from any action that would defeat its object and purpose.
