In his report on United Nations reform, the Secretary-General had attached great importance to the environment, considering that it had a major bearing on development activities of the United Nations system, and had proposed strengthening and restructuring the United Nations Environment Programme (UNEP) and the United Nations Commission on Human Settlements.
