Another representative noted that while much progress had been made with respect to compliance and enforcement, many countries had yet to establish licensing and quota systems as required by the Montreal Amendment and that much still needed to be done to implement existing decisions of the Meeting of the Parties.

Following the adoption by the Meeting of the Parties at its second and third sessions of decisions endorsing the Committee's findings and recommendations in specific cases of non-compliance, the Committee has had the additional task of reviewing the measures taken by the Parties found to be in non-compliance to implement the recommendations of the Meeting of the Parties.

88 - وبما أنّ المسألة تتعلق بمقررات سابقة صادرة عن اجتماع الأطراف ومتصلة بامتثال فرادى الأطراف، فإنّ من الأهمية بمكان ملاحظة أنّ بعض هذه المقررات اشتملت على اتفاقات بشأن كون التخفيضات جزءاً من طنّ واحد معرباً عنه بثلاث خانات جزئية عشرية.

This procedural matter does, however, also arise when a Party is responding to a decision of the Meeting of the Parties that noted that the Party's explanation for a deviation placed the Party in noncompliance and requested the Party to submit a plan of action to address the deviation.
21 - غير أن هذه المسألة الإجرائية سوف تنشأ أيضاً عندما يستجيب طرف لمقرر صادر عن اجتماع الأطراف ينوه فيه بالتوضيح المقدم من الطرف عن الانحراف الذي وضع الطرف في حالة عدم امتثال، ويطلب من الطرف تقديم خطة عمل لمعالجة هذا الانحراف.

Once it comes into force (after the fortieth ratification, as required), the Protocol would provide additional scope for inter-agency collaboration, in line with the decisions of the Meeting of the Parties, the governing body of the Protocol.

The Libyan Arab Jamahiriya is a Party operating under Article 5 of the Protocol, and is to be considered under agenda items 6 (c) (vii) and 6 (d) (xiii) with regard to its implementation of decisions XV/36 and XVI/26 of the Meeting of the Parties and recommendation 33/4 (b) of the thirtythird meeting of the Implementation Committee.
