فالعديد من التوصيات التي تقدمت بها في تقريري عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع لا يزال مناسبا:

Let me here congratulate the Secretary-General of the United Nations on his report on protection for humanitarian assistance to refugees and others in conflict situations, document S/1998/883 of 22 September 1998, which relates to the protection of refugees and of those engaged in delivering assistance.
واسمحوا لي هنا أن أتوجه بالتهنئة إلى اﻷمين العام لﻷمم المتحدة على تقريره عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع، الوثيقة S/1998/883 المؤرخة ٢٢ أيلول/سبتمبر ١٩٩٨، المتعلقة بحماية اللاجئين وحماية العاملين في توصيل المساعدة.

The Security Council will hold an open meeting on Tuesday, 29 September 1998, at 10.30 a.m., at which it will consider the report of the Secretary-General to the Security Council on protection for humanitarian assistance to refugees and others in conflict situations (S/1998/883).
إعــلان سيعقد مجلس اﻷمن اجتماعا يوم الثلاثاء، ٢٩ أيلول/سبتمبر ١٩٩٨ في الساعة ٣٠/١٠ وسينظر خلاله في تقرير اﻷمين العام المقدم إلى مجلس اﻷمن عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع (S/1998/883).

و - حماية المساعدة اﻹنسانية - تقديم ورقة عن التدابير الملموسة التي من شأنها تعزيز تطبيق توصيات اﻷمين العام الواردة في تقريره عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع )388/8991/S(.

و - حماية المساعدة اﻹنسانية - تقديم ورقة عن التدابير الملموسة التي من شأنها تعزيز تطبيق توصيات اﻷمين العام الواردة في تقريره عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى اللاجئين وغيرهم ممن يوجدون في حالات النزاع )S/1998/883(.

As noted in my report on protection for humanitarian assistance to refugees and others in conflict situations (S/1998/883), many conflict situations have been rendered particularly violent because of the involvement of irregular armed groups, militia, foreign mercenaries, child soldiers, criminals and other disparate groups with little knowledge or respect for the rules of international law.
وقد أشرت في تقريري عن توفير الحماية للمساعدة اﻹنسانية المقدمة إلى الاجئين وغيرهم ممن يوجدون في حالات النزاع S/1998/883)( إلى أن الكثير من حالات النزاع قد اتسم بالعنف البالغ بسبب اشتراك المجموعات المسلحة غير النظامية والميليشيات والمرتزقة اﻷجانب والجنود اﻷطفال والمجرمين وغيرهم من الجماعات المتباينة التي لديها القليل من المعرفة بقواعد القانون الدولي أو الاحترام لها.
