This report is the first submitted to the Council by the Special Rapporteur on the situation of human rights defenders and the fifteenth thematic report on the situation of human rights defenders submitted since 2000.

1. The methodology of work adopted by the Special Representative of the SecretaryGeneral on human rights defenders for implementation of the mandate entrusted to her has helped to establish a mechanism to collect and report information on the situation of defenders.

The organization continued to attend the sessions of the Human Rights Council, contributing information on the situation of human rights defenders around the world and lobbying for strengthened protection measures.

30. The Special Rapporteur welcomes Commission resolution 2000/61 in which the Commission requested the SecretaryGeneral to appoint a Special Representative to report on the situation of human rights defenders in all parts of the world.

In paragraph 3 of this resolution, the Special Representative is requested to report on the situation of human rights defenders in all parts of the world and on possible means to enhance their protection in full compliance with the Declaration.

In the implementation of her mandate the Special Representative has conducted consultations with defenders and human rights organizations in several different regions in order to seek and receive information on the situation of human rights defenders engaged in activities for the promotion, protection and implementation of human rights.

B. Latin America 32. The Latin American consultation was an opportunity for the Special Representative to gather information on the situation of human rights defenders in a region with a history of volatile conflicts, diverse social movements and ever-changing political and economic trends.
32 - أتاحت المشاورات التي جرت بشأن أمريكا اللاتينية فرصة للممثلة الخاصة لجمع معلومات عن حالة المدافعين عن حقوق الإنسان في تلك المنطقة التي لها سجل حافل بالصراعات الملتهبة والحركات الاجتماعية المتنوعة والتوجهات السياسية والاقتصادية الدائمة التغير.
