In 2009, the Committee on the Rights of the Child adopted its general comment No. 12 on the right of the child to be heard.
وفي عام 2009، اعتمدت لجنة حقوق الطفل تعليقها العام رقم 12 عن حق الطفل في الاستماع إليه.

Egypt has met its obligation to preserve the identity of a child including his name, nationality and family lineage as was indicated in the section on the right of the child to a name and a nationality.

313. The Committee recommends that the State party take into account the recommendations adopted on the Committee's day of general discussion on the right of the child to be heard held on 15 September 2006 and adopt measures, including:
313- توصي اللجنة الدولة الطرف بمراعاة التوصيات التي اعتمدتها اللجنة في يوم المناقشة العامة عن حق الطفل في الاستماع إليه، الذي نُظِّم في 15 أيلول/سبتمبر 2006 واعتماد تدابير تتضمن ما يلي:

(d) The concern about information suggesting that the right of a child accused of infringing the law to legal assistance can be, and often is waived by a parent or guardian.
(د) المعلومات التي تفيد بأن أحد الوالدين أو الوصي يتنازل في معظم الأحيان عن حق الطفل المتهم بمخالفـة القانـون في الحصـول على المساعدة القانونية.

Furthermore, the Constitution requires that the State shall defend the right of children to assistance, including proper care and nutrition, and special protection from all forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their development.
وعلاوة على ذلك، يقتضي الدستور أن تدافع الدولة عن حق الطفل في الحصول على المساعدة، بما فيها الرعاية والتغذية المناسبتين، والحماية الخاصة من جميع أنواع الإهمال وإساءة المعاملة والقسوة والاستغلال وغير ذلك من الظروف المضرة بنمائه.

317. The Committee recommends that, taking into account its general comment No. 8 of 2006 on the right of the child to protection from corporal punishment and other cruel or degrading forms of punishment, the State party:
317- توصي اللجنة الدولة الطرف بمراعاة تعليقها العام رقم 8 لعام 2006 عن حق الطفل في الحماية من العقوبة البدنية وغيرها من ضروب العقوبة القاسية أو المهينة، والقيام بما يلي:

535. In this respect, the Committee draws the attention of the State party to its general comment No. 8 of 2006 on the right of the child to protection from corporal punishment and other cruel or degrading forms of punishment.
535- وفي هذا الصدد، توجه اللجنة نظر الدولة الطرف إلى تعليقها العام رقم 8 لعام 2006 عن حق الطفل في الحماية من العقوبة البدنية وغيرها من ضروب العقوبة القاسية أو المهينة.

The Committee on the Rights of the Child, in its general comment on the right of the child to be heard, has stated that States parties need to introduce legislation or regulations to ensure that children have access to confidential medical counselling and advice without parental consent, irrespective of the child's age, where this is needed for the child's safety or well-being.
وقد أعلنت لجنة حقوق الطفل في تعليقها العام عن حق الطفل في أن يُسمع أنه يلزم أن تصدر الدول الأطراف تشريعات ولوائح تكفل حصول الأطفال على النصح والمشورة الطبية السرية دون موافقة الآباء، بصرف النظر عن عمر الطفل، حيثما يكون ذلك ضرورياً لسلامة الطفل أو رفاهه.

354. In this respect, the Committee recommends that the State party take into account general comment No. 8 (2006) on the right of the child to protection from corporal punishment and other cruel or degrading forms of punishment.
354- وفي هذا الصدد، توصي اللجنة الدولة الطرف بأن تراعي تعليقها العام رقم 8 (2006) عن حق الطفل في الحماية من العقاب البدن وغيره من ضروب العقاب القاسي أو المهين.

220. During 2007, UNICEF contributed to finalizing guidelines for United Nations teams on the rights of indigenous peoples, to the Committee on the Rights of the Child's Day of Discussion on resource allocation, and to the elaboration of a draft General Comment on the right of the child to be heard.
220 - وخلال عام 2007، ساهمت اليونيسيف في إتمام المبادئ التوجيهية لأفرقة الأمم المتحدة القطرية المتعلقة بحقوق الشعوب الأصلية، وفي اليوم الذي خصصته لجنة حقوق الطفل لمناقشة تخصيص الموارد، وفي صياغة مشروع تعليق عام عن حق الطفل في أن يسمع رأيه.

39. In this respect, the Committee draws the attention of the State party on its general comment No. 8 (2006) on the right of the child to protection from corporal punishment and other cruel or degrading forms of punishment.

27. The Committee draws the State party's attention to its general comment No. 14 (2013) on the right of the child to have his or her best interests taken as a primary consideration.
27- توجّه اللجنة انتباه الدولة الطرف إلى التعليق العام للجنة رقم 14(2013) عن حق الطفل في إيلاء الاعتبار الأول لمصالحه الفضلى.

The present report is submitted pursuant to Human Rights Council resolution 22/32 on the right of the child to the enjoyment of the highest attainable standard of health, in which the Council requested the United Nations High Commissioner for Human Rights to prepare a summary of the full-day meeting on the rights of the child.
يقدَّم هذا التقرير عملاً بقرار مجلس حقوق الإنسان 22/32 عن حق الطفل في التمتع بأعلى مستوى صحي يمكن بلوغه، الذي طلب فيه المجلس إلى مفوضة الأمم المتحدة السامية لحقوق الإنسان أن تعد خلاصة ليوم الاجتماع المخصص لحقوق الطفل.

In the light of its general comment No. 12 on the right of the child to be heard (CRC/C/GC/12, 2009), the Committee urges the State party to:

In the light of its general comment No. 8 on the right of the child to protection from corporal punishment and other cruel or degrading forms of punishment (CRC/C/GC/8, 2007), the Committee urges that the State party:
35- تحث اللجنة، في ضوء تعليقها العام رقم 8 عن حق الطفل في الحماية من العقوبة البدنية أو من أشكال العقاب القاسي أو المهين (CRC/C/GC/8, 2007)، الدولة الطرف على القيام بما يلي:

The Committee draws the State party's attention to its general comment No. 12 (2009) on the right of the child to be heard, and recommends that it continue to ensure the implementation of the right of the child to be heard in accordance with article 12 of the Convention.
24- توجه اللجنة انتباه الدولة الطرف إلى تعليقها العام رقم 12(2009) عن حق الطفل في الاستماع إليه، وتوصيها بأن تواصل ضمان إعمال هذا الحق وفقاً للمادة 12 من الاتفاقية.

41. With reference to the Committee's general comment No. 8 (2006) on the right of the child to protection from corporal punishment, the Committee urges the State party to:
41- وتُشير اللجنة إلى تعليقها العام رقم 8(2006) عن حق الطفل في الحماية من العقاب البدني، وتحث الدولة الطرف على عمل ما يلي:

52. With reference to its general comment No. 15 (2013) on the right of the child to the enjoyment of the highest attainable standard of health (art. 24), the Committee recommends that the State party:
52- تشير اللجنة إلى تعليقها العام رقم 15(2013) عن حق الطفل في التمتع بأعلى مستوى صحي يمكن بلوغه (المادة 24)، وتوصي الدولة الطرف بعمل ما يلي:

(d) The concern about information suggesting that the right of a child accused of infringing the law to legal assistance can be, and often is waived by a parent or guardian.
(د) المعلومات التي تفيد بأن يتنازل أحد الوالدين أو الوصي في الغالب عن حق الطفل المتهم بمخالفة القانون في الحصول على المساعدة القانونية.

With regard to the application of these provisions, in November 2011 the Federal Commission on Children and Youth published a report on the right of children to express their views and to be heard.
وبشأن تطبيق هذه الأحكام، أصدرت اللجنة الاتحادية لشؤون الأطفال والشباب، في تشرين الثاني/نوفمبر 2011، تقريراً عن حق الطفل في التعبير عن رأيه والاستماع إليه.

The Committee recommends that the State party consider reviewing its legislation to ensure that decisions regarding legal assistance for children in conflict with the law are taken impartially and with regard solely for the best interests of the child, and that the right of the child to such assistance should not be waived by others;
وتوصي اللجنة الدولة الطرف بأن تنظر في مراجعة تشريعاتها لضمان اتخاذ القرارات المتعلقة بتقديم المساعدة القانونية للأطفال المخالفين للقانون، بصورة غير متحيزة تراعى فيها المصالح الفضلى للطفل فقط وعدم قيام آخرين بالتنازل عن حق الطفل في الحصول على هذه المساعدة؛
