60. Third, in the case of some intergovernmental bodies, the finalization of Secretariat reports is sometimes preceded by several rounds of informal consultations among Member States, a fact that affects report issuance and is beyond the control of the Secretariat.
60 - ثالثا، في حالة بعض الهيئات الحكومية الدولية، تسبق وضع تقارير الأمانة العامة في صورتها النهائية أحيانا عدةُ جولات من المشاورات غير الرسمية بين الدول الأعضاء، الأمر الذي يؤثر في إصدار التقارير وهو أمر خارج عن سيطرة الأمانة العامة.

Unexpected short-term requirements or surge needs would be defined as any additional unforeseen temporary workforce requirement in terms of the number or skills of staff that are not available in the Secretariat caused by events beyond the control of the Secretariat (e.g. any unexpected political, economic, human rights, humanitarian, administrative or technical development requiring immediate action by the Secretariat).
