المـــادة 91 - يشكل كذلك إطلاق مـــادة تهدد صحــة البشر أو الحيوانات أو الوسط الطبيعي، في الجــو أو على سطح الأرض أو تحت سطحها أو فــي الميـــاه، بما فيها المياه الإقليمية، عملا إرهابيا عندما يتصل هذا العمل بمساع فردية أو جماعية تهدف إلى الإخلال إخلالا خطيرا بالنظام العام، عن طريق التخويف أو بث الرعب.
