4. Requests the Secretary-General, while preparing his report on the system of accountability and responsibility, to include, inter alia, the following elements as well as the elements enumerated in paragraph 5 of its resolution 48/218 A of 23 December 1993;
٤ - تطلب إلى اﻷمين العام أن يدرج، في جملة أمور، عند إعداد تقريره عن نظام المساءلة والمسؤولية، العناصر التالية فضلا عن العناصر الوارد تعدادها في الفقرة ٥ من قرارها ٤٨/٢١٨ ألف المؤرخ ٢٣ كانون اﻷول/ ديسمبر ١٩٩٣؛

The Committee has also noted, in its previous report on an accountability system, that the Secretary-General's policy for identifying and addressing performance shortcomings focused primarily on training and guidance and that a more robust system of sanctions to address the underperformance of staff was desirable (A/66/738, para. 39).
