The COP, by its decision 10/CP.2, further requested the secretariat to facilitate assistance to non-Annex I Parties through the organization of workshops at the regional level and to provide a forum for the exchange of experience in the development of emission factors and activity data for the estimation of GHG inventories.

In its continuing response to this mandate, the secretariat convened the second workshop on emission factors and activity data in Accra, Ghana, from4 to 6 August 1999.
وفي استجابتها المستمرة لهذا التكليف، عقدت الأمانة حلقة العمل الثانية بشأن بيانات عوامل الانبعاثات وبيانات الأنشطة في أكرا، غانا، من 4 إلى 6 آب/أغسطس 1999.

Non-Annex I Parties are encouraged to provide information on methodologies used in the estimation of anthropogenic emissions by sources and removals by sinks of greenhouse gases not controlled by the Montreal Protocol, including a brief explanation of the sources of emission factors and activity data.
21- تشجَّع الأطراف غير المدرجة في المرفق الأول على تقديم معلومات عن المنهجيات المستخدمة في تقدير الانبعاثات البشرية المنشأ لغازات الدفيئة التي لا ينظمها بروتوكول مونتريال، بحسب مصادرها وعمليات إزالتها بواسطة المصارف، مع تقديم شرح موجز لمصادر عوامل الانبعاثات وبيانات الأنشطة الخاصة بها.

As these default factors, data and assumptions may not always be appropriate for specific national circumstances, non-Annex I Parties are encouraged to use their countryspecific and regional emission factors and activity data for key sources or, where these do not exist, to propose plans to develop them in a scientifically sound and consistent manner, provided that they are more accurate than the default data and documented transparently.
ونظراً إلى أن هذه العوامل والبيانات والافتراضات النموذجية قد لا تكون دائماً مناسبة لظروف وطنية محددة، فإن الأطراف غير المدرجة في المرفق الأول تشجَّع على استخدام ما لديها من بيانات عوامل الانبعاثات وبيانات الأنشطة القطرية والإقليمية فيما يتعلق بمصادر أساسية، أو، في حالة عدم وجودها، على اقتراح خطط لوضعها على نحو سليم ومتسق علمياً، بشرط أن تكون أكثر دقة من البيانات النموذجية وأن تكون موثقة بشفافية.

They may be from the IPCC Guidelines, CORINAIR or national methods. of detailed inventory calculations in each sector, for all years from the base year to the year of the current annual inventory submission, containing, inter alia, disaggregated national emission factors and activity data underlying the estimates;

Recalculations of previously submitted estimates of emissions and removals as a result of changes in methodologies, changes in the manner in which emission factors and activity data are obtained and used or the inclusion of new sources or sinks, which have existed since the base year but were not previously reported, should be reported for the base year and all subsequent years up to the year in which the recalculations are made.
29- إن إعادة حسابات تقديرات الانبعاثات وعمليات الإزالة التي تم تقديمها فيما مضى، كنتيجة لتغيرات في المنهجيات، أو تغيرات في طريقة الحصول على عوامل الانبعاثات وبيانات الأنشطة واستخدامها، أو كنتيجة لإدراج مصادر أو مصارف جديدة كانت موجودة منذ سنة الأساس ولكن لم يتم الإبلاغ بها فيما مضى، ينبغي أن يبلغ بها فيما يتعلق بسنة الأساس وجميع السنوات اللاحقة حتى سنة إعادة الحسابات.
