26. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that, as already pointed out, the recent constitutional reform had brought about enormous changes in the area of women's rights.

28. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that the total number of complaints of violence against women received over a three—year period was 22,820, 5,705 complaints having been received in the past six months.
٨٢- السيد غالييغوس تشيريبوغا )إكوادور(، قال إن مجموع عدد ما ورد طيلة فترة ثلاث سنوات من الشكاوى عن العنف ضد المرأة قد بلغ ٠٢٨ ٢٢ شكوى، منها ٥٠٧ ٥ شكاوى وردت في اﻷشهر الستة الماضية.

30. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that article 18 of the Human Rights Plan he had already mentioned provided for specific action to mobilize public opinion in support of a new cultural model favourable to children and adolescents.

34. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that some isolated cases of arbitrary deprivation of life and enforced disappearance in Ecuador did not constitute a systematic practice of violation of human rights.
٤٣- السيد غالييغوس تشيريبوغا )إكوادور(، قال إن بعض ما يحدث في إكوادور من حالات منعزلة متصلة بالحرمان من الحياة تعسفاً والاختفاء القسري لا يشكل ممارسة منهجية من ممارسات انتهاك حقوق اﻹنسان.

44. Mr. GALLEGOS CHIRIBOGA (Ecuador) drew attention to the involvement of NGOs in the inspection of places of detention with a view to detecting cases of wrongful detention and ensuring the release of the persons concerned.
٤٤- السيد غالييغوس تشيريبوغا )إكوادور(، وجه النظر إلى مشاركة المنظمات غير الحكومية في تفتيش المعتقلات بغية الكشف عن حالات اعتقال غير قانوني والعمل على اﻹفراج عن اﻷشخاص المعنيين.

46. Mr. GALLEGOS CHIRIBOGA (Ecuador), replying to the question on states of emergency, said that non-derogable rights were protected by the remedies that had already been mentioned and by the Constitution itself.
٦٤- السيد غالييغوس تشيريبوغا )إكوادور(، قال في معرض إجابته على سؤال عن حالات الطوارئ إن الحقوق التي لا يجوز تقييدها محمية بما ذكره آنفا من سبل انتصاف وبمقتضى أحكام الدستور ذاته.

3. Mr. GALLEGOS CHIRIBOGA (Ecuador), replying to the questions on the status of women and the need to change the way of dealing with the problem of gender specificity, said that, in recent decades, considerable efforts had been made in Ecuador to guarantee that women were present in all sectors of the life of the country.

46. Mr. GALLEGOS CHIRIBOGA (Ecuador) thanked the members of the Committee for their comments and understanding of Educador's human rights problems as well as for their contribution to efforts to find appropriate solutions.

3. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that the career of Mr. Prado Vallejo as a distinguished defender of human rights in the Committee was a corollary to his many years of political work in Ecuador in support of the principles of democracy.

13. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that, as Vice—Chairman of the Commission on Human Rights, he deplored the fact that budgetary restrictions on human rights bodies were undermining their capacity to carry out their work and to defend human rights.

38. Mr. GALLEGOS CHIRIBOGA (Ecuador) said that the National Plan for Human Rights, which had been officially adopted in November 1997, had been drafted by the Government in cooperation with the Inter—Agency Committee and civil society as a whole.
