90. The issue of the introduction of alien or new species has many aspects, and increasingly involves more and more institutions with diverse interests, ranging from protection of biodiversity and habitat, conservation of fisheries, to the control of wastes in the form of ballast water discharge.
٩٠ - إن لمسألة إدخال أنواع حيوية غريبة أو جديدة جوانب عديدة، ويهتم بها عدد متزايد من المؤسسات ذات مصالح متنوعة، تتراوح من حماية التنوع البيولوجي والموئل، إلى حفظ مصائد اﻷسماك، إلى مراقبة النفايات اﻵتية على شكل مقذوفات مائية من صوابير السفن.

31. Mrs. FERNÁNDEZ de GURMENDI (Argentina) said that her delegation associated itself with the comments made by the representative of Pakistan and also suggested that in article 22, line 2, the words " flora and fauna " should be inserted after " species, alien or new " .

The duty to take measures to prevent pollution resulting from the use of technologies under States' jurisdiction or control and the intentional or accidental introduction of species, alien or new, to particular parts of the marine environment, which may cause significant and harmful changes thereto is also provided for (art. 196, para. 1).
وتنص الفقرة 1، من المادة 196) أن تتخذ أيضا على أن من واجب الدول تدابير لمنع تلوث البيئة البحرية والحد منه والسيطرة عليه والذي ينتج من جراء استخدام التكنولوجيات الواقعة تحت سلطتها القضائية أو رقابتها أو من جراء إدخال أنواع غريبة أو جديدة عن قصد أو مصادفة على جزء معين من البيئة البحرية الأمر الذي قد يسبب فيها تغييرات كبيرة وضارة بتلك البيئة.
