Mr. Mselle (Chairman of the Advisory Committee on Administrative and Budgetary Questions), introducing the report of the Advisory Committee on the reduction and refocusing of non-programme costs (A/52/7/Add.10), said that the General Assembly had already approved the establishment of the development account and the transfer of $12.7 million into it.

4. Ms. Silot Bravo (Cuba) said that it was to be regretted that the report of the Secretary-General on the reduction and refocusing of non-programme costs (A/52/758) had not followed the guidelines approved by the General Assembly in its resolution 52/220.
