The General Conference decision GC.2/Dec.27 established the Working Capital Fund at $9 million for the purpose of financing budgetary appropriations pending the receipt of contributions and unforeseen and extraordinary expenditure.
حدّد مقرر المؤتمر العام م ع-2/م-27 قيمة صندوق رأس المال المتداول بمبلغ 9 ملايين دولار، بغرض تمويل اعتمادات الميزانية إلى حين تلقي الاشتراكات وتحسبا للنفقات غير المتوقعة وغير العادية.

Where, in the opinion of the Secretary-General, a proposed expenditure cannot be made from existing appropriation, it shall not be incurred until the Assembly has made the necessary appropriation, unless the Secretary-General certifies that the expenditure can be made under the provisions of the Assembly resolution relating to unforeseen and extraordinary expenses.
فإذا رأى الأمين العام أن من غير الممكن تدبير الإنفاق المقترح من اعتمادات قائمة لم يجز تحمل عبء هذا الإنفاق إلى أن تخصص الجمعية العامة الاعتمادات اللازمة، ما لم يشهد الأمين العام بأن من الممكن استيعابه في إطار أحكام قرار الجمعية العامة المتعلق بالمصروفات غير المتوقعة وغير العادية.

Regulation 2.11. Where, in the opinion of the Secretary-General, a proposed expenditure cannot be made from existing appropriation, it shall not be incurred until the General Assembly has made the necessary appropriation unless the Secretary-General certifies that the expenditure can be made under the provisions of the Assembly resolution relating to unforeseen and extraordinary expenses.
البند 2-11: لا يجوز الارتباط بنفقات مقترحة تتعذر في رأي الأمين العام تغطيتها من الاعتمادات الجارية إلا بعد أن تقر الجمعية العامة الاعتمادات اللازمة لها، وذلك ما لم يشهد الأمين العام بأنه يمكن تغطيتها وفقا لأحكام قرار الجمعية العامة المتعلق بالمصروفات غير المتوقعة وغير العادية.

(a) Authorizations to incur commitments in accordance with General Assembly resolutions relating to unforeseen and extraordinary expenses shall be issued by the Under-Secretary-General for Management.
(أ) يصدر وكيل الأمين العام لشؤون الإدارة الإذن بعقد ارتباطات وفقا لقرارات الجمعية العامة المتصلة بالمصروفات غير المتوقعة وغير العادية.

(b) The Under-Secretary-General for Management shall report to the General Assembly on the status of all commitments relating to unforeseen and extraordinary expenses in the performance reports on the programme budget.
(ب) يُطلع وكيل الأمين العام لشؤون الإدارة الجمعية العامة، في تقارير الأداء المتعلقة بالميزانية البرنامجية، على حالة جميع الارتباطات المتصلة بالمصروفات غير المتوقعة وغير العادية.

Regulation 4.4. Except when such advances are recoverable from some other source, advances made from the Working Capital Fund for unforeseen and extraordinary expenses or other authorized purposes shall be reimbursed through the submission of supplementary programme budget proposals.
البند 4-4: تسدد إلى صندوق رأس المال المتداول السلف المدفوعة منه لتغطية النفقات غير المتوقعة وغير العادية أو لغير ذلك من الأغراض المأذون بها، وذلك عن طريق تقديم مقترحات مكملة للميزانية البرنامجية، وذلك فيما عدا الحالات التي يمكن فيها استرداد تلك السلف من مصدر آخر.

There shall be established a peacekeeping reserve fund as a cash flow mechanism to ensure the rapid response of the Organization during the start-up phase of new peacekeeping operations and the expansion of existing peacekeeping operations and to meet unforeseen and extraordinary expenditure requirements related to peacekeeping.
البند 4-5: ينشأ صندوق احتياطي لحفظ السلام يكون آلية تدفق نقدي تكفل الاستجابة السريعة من جانب المنظمة خلال مرحلة بدء عمليات حفظ السلام الجديدة وتوسيع عمليات حفظ السلام القائمة وتلبية الاحتياجات من النفقات غير المتوقعة وغير العادية المتصلة بحفظ السلام.

The decrease ($2,441,000) reflects the removal of the provisions for unforeseen and extraordinary expenses included in the revised appropriation for the biennium 2006-2007.
