وبما أن التنمية الاقتصادية والاجتماعية تتوقف على تسوية الصراعات وبناء السلام، فإن المملكة المغربية ترحب بالتزام قارتنا الثابت على نحو متزايد بتعزيز تسوية الصراعات المستمرة منذ زمن طويل.

In this regard, the Kingdom of Morocco supports the proposals submitted by the Secretary-General with a view to ensuring follow-up of the outcomes of the various international conferences on development issues.
وفي هذا السياق، فإن المملكة المغربية تثمن الاقتراحات التي تقدم بها السيد الأمين العام لضمان متابعة تطبيق الالتزامات المنبثقة عن المؤتمرات الدولية بخصوص التنمية.

Based upon our profound convictions, the Kingdom of Morocco has firmly supported the initiative for the Alliance of Civilizations initiated by Secretary-General Kofi Annan.
واستنادا إلى اقتناعاتنا العميقة، فإن المملكة المغربية أيدت تأييدا ثابتا مبادرة تحالف الحضارات التي ابتدرها الأمين العام كوفي عنان.

Therefore, the Kingdom of Morocco invites all countries bordering the Mediterranean and all others, which for one reason or another take interest in the future of this sensitive region, to meet on its soil so as to reflect together on these various issues and crucial problems that we face.
ومن هنا فإن المملكة المغربية توجه الدعوة الى البلدان المشاطئة للبحر اﻷبيض المتوسط وجميع أولئك الذين يهمهم، لسبب أو ﻵخر، أن ينتموا الى هذه المنطقة الحساسة، الى عقد اجتماع على أرضها للتصدي بصورة جماعية لهذه المسائل المختلفة وللمشاكل الحساسة التي نواجهها.

For all these reasons, the Kingdom of Morocco requests that you draw the attention of the other parties to the illegal nature of this demonstration, the danger to which they are exposing the participants and the threat it poses to the ceasefire, with its unforeseeable consequences for the stability of the region.
ولهذه الأسباب كلها، فإن المملكة المغربية ترجو منكم التفضل توجيه نظر الأطراف الأخرى إلى الطابع غير القانوني لهذه التظاهرة، وإلى المخاطر التي تترتب عليها بالنسبة للمشاركين فيها، وإلى التهديد الذي تُشكله على وقف إطلاق النار، مع ما يترتب على ذلك من عواقب لا يمكن التنبؤ بها بالنسبة للاستقرار في المنطقة.

With regard to the Secretary-General's other proposals, which were submitted by the Under-Secretary-General for Peacekeeping Operations with a view to activating the process, the Kingdom of Morocco has transmitted its observations, comments, suggestions and requests for clarification to the Secretary-General, as indicated by the Secretary-General in his report.
أما فيما يتعلق بمقترحات اﻷمين العام اﻷخرى التي قدمها وكيل اﻷمين العام لعمليات حفظ السلام بهدف تسريع العملية، فإن المملكة المغربية قد أطلعت اﻷمين العام على ما لديها من ملاحظات وتعليقات وطلبات استفسار حسبما أشار إليه اﻷمين العام في تقريره.

While there are those who, with a view to holding a specially contrived referendum, are now seeking to reduce the problems in the plan's implementation to a single issue, ignoring the many other issues, the Kingdom of Morocco, for its part, wants to promote a lasting solution for all the members of a population of which one third has lived in torment for 25 years.
فإذا كان البعض يسعى اليوم إلى قصر مشاكل تنفيذ الخطة على مشكلة واحدة لتنظيم استفتاء يحقق مصالحهم مع إغفال المشاكل العديدة الأخرى، فإن المملكة المغربية تريد من جانبها التشجيع على إيجاد حل دائم لصالح مجموع السكان الذين يعاني ثلثهم الأمرين منذ 25 عاما.

We are also pleased to see such organizations as the International Organization for Migration gain in credibility, demonstrate their effectiveness, and serve as strong partners in the organization of this forum.

Since we believe that human capital is the essential underpinning of any strategy of sustainable socio-economic development, the Kingdom of Morocco has made the training of African managerial personnel the cornerstone of its cooperation policy with all the countries of the continent.
وحيث أننا نؤمن بأن رأس المال البشري يشكل الدعامة الأساسية لأية استراتيجية للتنمية الاجتماعية والاقتصادية، فإن المملكة المغربية جعلت من تدريب موظفي الإدارة الأفارقة حجر الزاوية لسياستها في التعاون مع جميع بلدان القارة.

As to the settlement plan, the Kingdom of Morocco takes note of the Secretary-General's assessment of that first option, which " would in the years ahead face most of the problems and obstacles that it has faced during the past 10 years " , and leaves it to the Security Council to draw such consequences as it deems appropriate.
أما بخصوص خطة التسوية، فإن المملكة المغربية تحيط علما برأي الأمين العام بخصوص هذا الخيار الأول الذي " سيواجه في السنوات المقبلة، معظم المشاكل والعراقيل التي اعترضته خلال السنوات العشر الماضية " ، وتترك لمجلس الأمن أمر استخلاص النتائج التي يراها مناسبة.

Indeed, the Kingdom of Morocco has just learned that they are preparing to organize, on Tuesday, 28 February 2006, on the eastern side of the berm, a march consisting of 3,000 to 4,000 people brought expressly for this purpose from the Tindouf camps and accompanied by so-called foreign guests.

In the context of major turmoil in the region, the Kingdom of Morocco is hopeful that the Security Council will foster the recent dynamic brought to the current negotiation process by your Personal Envoy, as well as emphasize the need to reinforce bilateral relations between Algeria and Morocco so as to allow for the emergence of a more stable, democratic and prosperous Maghreb.
وفي خضم القلاقل الكبرى التي تشهدها المنطقة، فإن المملكة المغربية تأمل في أن يدعم مجلس الأمن هذه الدينامية التي أضفاها مبعوثكم الشخصي في الآونة الأخيرة على عملية التفاوض الحالية، وأن يؤكد كذلك على ضرورة تعزيز العلاقات الثنائية بين الجزائر والمغرب، وذلك لكي يتسنى ولادة مغرب عربي ينعم بمزيد من الاستقرار والديمقراطية والازدهار.

In this regard, the Kingdom of Morocco, which has signed and ratified all the multilateral instruments relating to weapons of mass destruction, including the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), remains committed to the strengthening of that fundamental instrument, which aims at nuclear disarmament and nuclear non-proliferation and guarantees the right of its States parties to use nuclear energy for peaceful purposes.
وفي هذا الصدد، فإن المملكة المغربية التي وقّعت وصدّقت على جميع الصكوك الدولية المتصلة بأسلحة الدمار الشامل، بما فيها معاهدة عدم انتشار الأسلحة النووية، لا تزال ملتزمة بتعزيز ذلك الصك الأساسي، الذي يهدف إلى نزع السلاح النووي وعدم انتشار الأسلحة النووية ويضمن حق الدول الأطراف في استخدام الطاقة النووية للأغراض السلمية.
