3. In imposing a fine, the Court may apply one of the following methods of calculation and payment:

2.3 The author took his case to the courts (Administrative Litigation Division, Murcia), claiming that the imposition of the fine constituted a violation of his fundamental rights, in particular the right to presumption of innocence, the right not to confess guilt and the right not to testify against oneself, all of which are recognized in article 24 (2) of the Spanish Constitution.
