44. With regard to the definition of continuing functions in peacekeeping missions, the Advisory Committee was informed upon enquiry that in the view of the Department of Peacekeeping Operations continuing functions are those that are necessary for the day-to-day running of peacekeeping operations.

With regard to contingent-owed equipment, the Advisory Committee was informed that payments made to Member States as at 31 December 2005 amounted to $148,198,000 and that $6,437,000 was owed to Member States.

5. As regards project governance, the Advisory Committee was informed that the Umoja Steering Committee was being chaired by the Deputy Secretary-General on an ad interim basis following the resignation of the Under-Secretary-General for Management on 16 June 2011.

6. With regard to contingent-owned equipment, the Advisory Committee was informed that the estimated amount owed as at 31 December 2000 was $409,503 and that unliquidated obligations for contingent-owned equipment amounted to $378,975, in addition to an amount of $151,704 held in accounts payable.

I.78 As for the United Nations Democracy Fund, the Advisory Committee was informed that it would continue to report to the Secretary-General through the Office of the Deputy Secretary-General and would not be integrated into the Partnership Facility because of its unique nature as an entity that made grants to civil society, which was different from the coordinating and facilitating functions of the proposed Facility.

With regard to contingent-owned equipment, the Advisory Committee was informed that, as at 31 December 2004, an amount of $67.6 million had been reimbursed and the estimated amount owed was $84.3 million, while unliquidated obligations for the period up to 31 December 2004 totalled $69.1 million.

VIII.113 With regard to the proposal for the reclassification to the D-1 level of the post of Chief, Human Resources Management Service, the Advisory Committee was informed that the number of staff administered by the Office in 2010 was 2,359, compared with 1,118 administered by the United Nations Office at Vienna and 4,272 by the United Nations Office at Geneva.

While it is indicated that the enterprise resource planning project is to be completed in November 2007 (A/62/175, table 2), the Advisory Committee was informed that it was a study of the Fund's requirements in respect of enterprise resource planning that would be completed by the end of 2007, and that the study was to be undertaken by a specialized consulting firm contracted by the Fund through the United Nations Procurement Service.

Upon enquiry, the Advisory Committee was informed that the Conduct and Discipline Team was currently staffed with one Chief Conduct and Discipline Officer and one Reporting Officer, based at UNOCI headquarters, covering the Abidjan area.
