رابعاً- التعليم الخاص لإيجاد موطن عمل، بهدف إدماج الأفراد في الحياة الاجتماعية على نحو فعال بطرق منها توفير الظروف المناسبة للذين لا يملكون القدرات اللازمة لدخول سوق العمل التنافسي من خلال العمل المنسق بين الجهات الرسمية المعنية وأولئك الذين يظهرون قدرات خاصة فنية أو فكرية أو قدرة على التنسيق الحركي؛

24. The Organic Act on the equality of rights of persons with disabilities, approved on second reading by the Senate and which would repeal Act 42-00, defines the concept of persons with disabilities as follows: any persons who have long-term physical, mental, intellectual or sensory impairments which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.
24- و القانون التنظيمي المتعلق بضمان المساواة في الحقوق للأشخاص ذوي الإعاقة الذي اعتمده مجلس الشيوخ في الجمهورية في القراءة الثانية، والذي من شأنه أن يلغي القانون 42-00، يحدد مفهوم الأشخاص ذوي الإعاقة() على النحو التالي: كل شخص يعاني من عاهات بدنية أو ذهنية أو فكرية أو حسية طويلة الأمد، قد تمنعه لدى مواجهته لمختلف الحواجز، من المشاركة الكاملة والفعالة في المجتمع على قدم المساواة مع الآخرين.

SIPPD defines persons with disabilities as " persons with congenital or acquired physical, sensory, intellectual or emotional impairment who are, due to social or other barriers, unable or have limited opportunities to engage in social activities at the same level as others, regardless of whether they are capable to carry out such activities with the use of technical aids or support services " .
8- وتعرِّف استراتيجية تحسين وضع الأشخاص ذوي الإعاقة هؤلاء بأنهم " أشخاص يعانون من عاهة بدنية أو حسية أو فكرية أو عاطفية خَلقية أو مكتسبة، ممن هم عاجزون، بفعل عوائق اجتماعية أو عوائق أخرى، عن المشاركة في أنشطة اجتماعية أسوة بالآخرين أو يعانون من قيود تحد من فرص مشاركتهم في تلك الأنشطة، بصرف النظر عن قدرتهم على القيام بتلك الأنشطة باستخدام الأدوات التقنية أو خدمات الدعم " .
