7 - فيما تتسم المخاطر التي يواجهها المدافعون عن حقوق الإنسان بسمات مشتركة على الصعيد العالمي، فإن تدابير حمايتهم يمكن أن يتم تحديدها على أفضل وجه باتباع نهج إقليمي يأخذ في اعتباره الظروف السياسية والاقتصادية والاجتماعية فضلا عن الترتيبات المؤسسية في المنطقة المعنية.

Several representatives said that the lessons from the Implementation and Compliance Committee were more applicable to the Rotterdam Convention than to the Stockholm Convention, given that the latter was concerned with the control of chemicals, including through the provision of financial resources through the financial mechanism, while the obligations under the Basel and Rotterdam conventions were more of a procedural nature.
109- وقال العديد من الممثلين إن الدروس المستفادة من لجنة التنفيذ والامتثال تنطبق على اتفاقية روتردام أكثر من انطباقها على اتفاقية استكهولم، حيث أن هذه الأخيرة تهتم بالتحكم في المواد الكيميائية، بما في ذلك عن طريق توفير الموارد المالية من خلال الآلية المالية، فيما تتسم الالتزامات بموجب اتفاقيتي بازل وروتردام بأنها ذات طبيعة إجرائية أكثر.
