4. The General Assembly and the Security Council should therefore continue to exercise constant vigilance with regard to South Africa until a democratic regime is installed in that country.

The normalization of the situation concerning South Africa was essentially a financial matter which, despite its undoubted political overtones, should be referred instead to the Fifth Committee. Further consultations were necessary and the Committee should therefore defer for a few days its decision concerning the item's referral.
