President Venetiaan: It is an honour for me to address the General Assembly today, on the birthday of the United Nations.

A Draft Vientiane Declaration, draft Vientiane Action Plan, draft Reporting formats under Article 7 of the Convention, as well as a draft Work programme 2011 were also presented.
وعُرض أيضاً مشروع إعلان فينيتيان ومشروع خطة عمل فينيتيان ومشروع نماذج الإبلاغ الخاصة بالمادة 7 من الاتفاقية ومشروع برنامج العمل لعام 2011.

6. The First Meeting of States Parties to the Convention was held at Vientiane, Lao People's Democratic republic, from 9 to 12 November 2010.
6- عُقد الاجتماع الأول للدول الأطراف في الاتفاقية في فينيتيان بجمهورية لاو الديمقراطية الشعبية في الفترة من 9 إلى 12 تشرين الثاني/نوفمبر 2010.

President Venetiaan: My delegation is pleased to see the delegations of Gabon and Sweden presiding over this very important meeting.
الرئيس فينيتيان (تكلم بالانكليزية): يسر وفد بلادي أن يرى وفدي غابون والسويد يترأسان هذا الاجتماع البالغ الأهمية.

President Venetiaan: Allow me to congratulate you, Sir, on your election as President of the General Assembly at its sixty-third session.
الرئيس فينيتيان (تكلم بالانكليزية): اسمحوا لي أن أهنئكم، سيدي، على انتخابكم رئيسا للجمعية العامة في دورتها الثالثة والستين.

President Venetiaan: My delegation would like to congratulate you, Mr. President, as well as the Secretary-General, the Executive Director of the United Nations Children's Fund (UNICEF) and the entire United Nations system, for the valuable preparations that were made for this special session and for the documents that have been provided.
الرئيس فينيتيان (تكلم بالانكليزية): يود وفدي أن يهنئكم، سيدي الرئيس، وكذلك الأمين العام، والمديرة التنفيذية لمنظمة الأمم المتحدة للطفولة (اليونيسيف)، ومنظومة الأمم المتحدة بأسرها، على الاستعدادات الجيدة التي تم القيام بها لهذه الدورة الاستثنائية وعلى الوثائق التي تم توفيرها.

President Venetiaan: On behalf of the Government and the people of the Republic of Suriname, I should like to take this opportunity to extend to you, Madam, and to the Government and the people of the Kingdom of Bahrain, my sincere congratulations on your election to preside over the General Assembly at its sixty-first session.
الرئيس فينيتيان (تكلم بالانكليزية): باسم حكومة جمهورية سورينام وشعبها، أود أن أغتنم هذه الفرصة لأزجي إليكم يا سيدتي الرئيسة، ولحكومة وشعب مملكة البحرين، تهنئتي الصادقة على انتخابكم لرئاسة الجمعية العامة في دورتها الحادية والستين.

As we enter this new phase of implementation of the Convention, we must now turn our vision into action and the Vientiane Action Plan translates the legal obligations of States Parties into concrete actions.
ويجب علينا، إذ ندخل هذه المرحلة الجديدة من تنفيذ الاتفاقية، أن نقوم الآن بتحويل رؤيتنا إلى عمل. وتُترجم خطة عمل فينيتيان الالتزامات القانونية للدول الأطراف إلى إجراءات ملموسة.

1. This Action Plan was adopted by the States Parties to the Convention on Cluster Munitions (CCM) Vientiane, Lao People's Democratic Republic, 9-12 November 2010, in consultation with the United Nations, The International Committee of the Red Cross and the Cluster Munition Coalition and other partners.
1- اعتُمدت خطـة العمل هذه من جانب الدول الأطـراف في اتفاقية الذخائر العنقودية في فينيتيان بجمهورية لاو الديمقراطية الشعبية، في الفترة من 9 إلى 12 تشرين الثاني/ نوفمبر 2010، بالتشاور مع الأمم المتحدة واللجنة الدولية للصليب الأحمر والائتلاف المناهض للذخائر العنقودية وشركاء آخرين.
