It is clear that settlement and other illegal activities in the occupied territories of Azerbaijan pose an imminent threat to peace, security and stability in the region and undermine the rights and freedoms of hundreds of thousands of people uprooted from their homes.
ومن الواضح أن التوطين وغيره من الأنشطة غير المشروعة التي تنفذ في أراضي أذربيجان المحتلة يشكل خطراً محدقاً على السلام والأمن والاستقرار في المنطقة ويقوض حقوق وحريات مئات الآلاف من الأشخاص الذين اقتلعوا من ديارهم.

In reality, at the very time when there was a real possibility of halting the bloodshed and saving the lives of thousands of people, the leaders of Armenia and the separatist regime which it had created in the occupied territories of Azerbaijan followed a different line of reasoning.

In this regard, I have the honour to convey my Government's request to all Member States, the Secretariat of the United Nations and relevant agencies to give careful consideration to ongoing settlement activities in the occupied territories of Azerbaijan and to take all necessary measures to prevent any further settlement of those territories and ensure that those who have already moved there are immediately and unconditionally resettled.
وفي هذا الصدد، أتشرف بأن أحيل إليكم طلب حكومتي الموجه إلى جميع الدول الأعضاء، والأمانة العامة للأمم المتحدة والوكالات المختصة بأن تنظر باهتمام في الأنشطة الاستيطانية الجارية حاليا في أراضي أذربيجان المحتلة وأن تتخذ جميع التدابير اللازمة لمنع إقامة أية مستوطنات أخرى في تلك الأقاليم وضمان إعادة توطين أولئك الذين انتقلوا إليها فعلاً على الفور ودون شروط.
