The Agreement on Provisional Arrangements in Afghanistan Pending the Re-establishment of Permanent Government Institutions (the Bonn Agreement), concluded on 5 December 2001, was signed by 25 parties on behalf of the Afghan participants and witnessed for the United Nations by the Special Representative of the Secretary-General.
