The central obligation in relation to the Covenant is for States parties to give effect to the rights recognized therein.

The cases below illustrate some ways that litigation has assisted in the realization of the rights to water and to sanitation.

Reporting guidelines of all United Nations human rights treaty bodies request State parties to provide disaggregated statistical information to enable treaty bodies to assess progress made in the implementation of rights covered by their mandate.
وتطلب المبادئ التوجيهية للإبلاغ التي وضعتها جميع هيئات معاهدات حقوق الإنسان إلى الدول الأطراف تقديم معلومات إحصائية مصنفة لتمكين هذه الهيئات من تقييم التقدم المحرز في إعمال الحقوق التي تدخل ضمن ولايتها.

B. Progress in fulfilling rights in early childhood: current worldwide situation
باء - التقدم المحرز في إعمال الحقوق في مرحلة الطفولة المبكرة: الحالة العالمية الراهنة

74. The objective stated in the eighteenth preambular paragraph of the Declaration of enhancing " harmonious and cooperative relations between the State and indigenous peoples " involves indigenous communities, authorities and organizations as fundamental actors in realizing the rights affirmed in this instrument.
74- ينص الهدف المعلن في الفقرة الثامنة عشرة من ديباجة الإعلان تعزيز " علاقات التوافق والتعاون بين الدولة والشعوب الأصلية " على إشراك مجتمعات الشعوب الأصلية وسلطاتها ومنظماتها باعتبارها عناصر فاعلة أساسية في إعمال الحقوق المؤكدة في هذا الصك.

While these programmes may not resolve the problems of development in a given country, they could make an important contribution to the realization of the rights prescribed in the International Covenant on Economic, Social and Cultural Rights, which has been ratified by over 130 States.

The importance of free, prior and informed consent for the realization of the rights articulated in the Declaration is reflected in the fact that six of its articles contain explicit requirements concerning such consent.

3. The purpose of the reporting system established by the Covenant is for the States parties to report to the competent monitoring body, the Committee on Economic, Social and Cultural Rights, and through it to the Economic and Social Council, on the measures which have been adopted, the progress made, and the difficulties encountered in complying with the rights recognized in the Covenant.
