Any State signatory to the Convention which has not yet ratified it shall be entitled to participate, without taking part in the adoption of decisions, whether by consensus or by vote, in the deliberations of the Conference, subject to prior written notification to the SecretaryGeneral of the Conference.
يحق لأي دولة موقعة على الاتفاقية ولم تصدق عليها بعد أن تشارك في مداولات المؤتمر بشرط تقديم إخطار خطي مسبق إلى الأمين العام للمؤتمر، وذلك دون أن تشارك في اعتماد القرارات سواء بتوافق الآراء أو بالتصويت.
