I have initiated my consultations in order to determine precisely where we stand at the moment and in the hope that I may be able to outline alternative solutions which might achieve consensus in the Conference.
ولقد شرعت في إجراء المشاورات لكي أحدد بدقة وضعنا الحالي على أمل أن أتمكن من طرح حلول بديلة يمكن أن تحظى بتوافق في الآراء في المؤتمر.

بصدد إقرار جدول الأعمال أود بصفتي رئيس المؤتمر أن أذكر أنني أفهم أنه إذا حدث توافق في الآراء في المؤتمر بشأن تناول أي مسائل فإنه يمكن تناولها ضمن إطار جدول الأعمال هذا.

As for the second point raised by the Ambassador of Pakistan, if there is a consensus in the Conference to establish an ad hoc group on negative security assurances, then it certainly will not be the President who decides not to include this element in a programme of work, given that the agenda makes provision for it.
أما فيما يتعلق بالنقطة الثانية التي أثارها سفير باكستان، فإنه إذا وجد توافق في الآراء في المؤتمر بشأن إنشاء فريق مخصص معني بالضمانات الأمنية السلبية، فمن المؤكد أن الرئيس لن يكون هو الذي يقرر ألا يدرج هذا العنصر في برنامج العمل، علماً بأن جدول الأعمال ينص على ذلك.

Australia understands that there is currently not a consensus in the Conference on Disarmament on an FMCT, but that absence of consensus does not invalidate our view on an FMCT, or diminish the company of those who share our view.

7- وبعد إقرار جدول الأعمال ألقى الرئيس البيان التالي: " أودّ فيما يتصل بإقرار جدول الأعمال، وبصفتي رئيس المؤتمر، بيان أنني أفهم من هذا أنه إذا ما وجد توافق في الآراء في المؤتمر على تناول أي قضايا فيمكن تناولها في إطار جدول الأعمال هذا " .

7. 7- وبعد إقرار جدول الأعمال ألقى الرئيس البيان التالي: " فيما يتصل بإقرار جدول الأعمال، أود، بصفتي رئيس المؤتمر، بيان أنني أفهم من هذا أنه إذا ما وجد توافق في الآراء في المؤتمر على تناول أي قضايا فيمكن تناولها في إطار جدول الأعمال هذا " .

Ambassador Seibert recalled inter alia that in 1997 discussions on the agenda of the Conference had ended in a compromise, whereby the Conference maintained its previous agenda essentially unchanged, accompanied by a statement by the President that it was his understanding that if there was a consensus in the Conference to deal with any issues, they could be dealt with within this agenda.
