The meeting went beyond its primary objective; it became a forum for strengthening existing partnerships and building new ones among States, international and regional organizations and civil society bodies in the common struggle against the illicit trade in small arms and light weapons.
ولقد تجاوز الاجتماع هدفه الأولي، وأصبح محفلاً لتعزيز الشراكات القائمة وبناء شراكات جديدة فيما بين الدول، والمنظمات الدولية والإقليمية وهيئات المجتمع المدني من أجل المعركة المشتركة ضد الاتجار غير المشروع في الأسلحة الصغيرة والخفيفة.

It is my fervent wish that all States make full use of this opportunity to reinforce their commitment to the Programme of Action and, building on the results of this meeting, take specific steps to strengthen national, regional and global efforts to eradicate the illicit trade in small arms and light weapons in all its aspects in the lead-up to the second biennial meeting in 2005 and the 2006 Conference.

As we all know, the majority of States emerging from conflict are located on the African continent. That has prompted us in Africa to pay special attention to strengthening the capacities of such States to address the illicit trafficking in small arms and light weapons in all its aspects, as well as its impact on peace, security and stability.
ومن المعروف أن غالبية الدول الخارجة من النزاعات تقع في قارتنا الأفريقية، مما يجعلنا في أفريقيا نهتم اهتماما بالغا بدعم قدرات تلك الدول في مجال التصدي لظاهرة الاتجار غير المشروع في الأسلحة الصغيرة والخفيفة بمختلف تداعياتها على الأمن والسلم والاستقرار.

Finally, I would point out that Mexico is advancing a number of initiatives to strengthen the Programme of Action adopted in 2001 within the framework of the United Nations Conference on the Illicit Trade in small arms and light weapons in All Its Aspects.

Within the framework of the United Nations, three interconnected and mutually reinforcing processes are under way: the first is the Firearms Protocol; the second is an ongoing process to develop an additional international instrument to identify and trace illicit small arms and light weapons; and the third is aimed at controlling brokering in small arms and light weapons.

It is extremely encouraging to see that various regional initiatives have begun to take shape in Asia and the Pacific islands, north, central and south America, Europe and Africa, providing a clear picture of the depth and extent of the commitment of the entire international community to working together in a multilateral framework to combat, prevent and eradicate the illicit trade in small arms and light weapons.

Specifically, participants emphasized the need to ensure that the International Conference on the Great Lakes Region succeeds in addressing the root causes of the conflict in the Great Lakes from regional and domestic perspectives; include civil society and women's groups in peace-building processes; and stem spillover effects from the illicit trade in small arms and light weapons.
