The secretariat clarified that consideration of the document was part of the process foreseen in the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation for intergovernmental bodies to provide inputs to the secretariat.

Her delegation wished to emphasize the importance of the intergovernmental nature of CPC in effectively discharging its functions, as set out in the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation and in the relevant resolutions of the General Assembly.

The framework for that approach was provided by the four instruments of integrated management set out in the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, Monitoring of Implementation and the Methods of Evaluation, collectively referred to as the " programme planning rules " .

The Assembly therefore reaffirmed its rule 104.7 (b) in the Regulations and Rules Governing Programme Planning that for such longer-term objectives, more specific objectives to be achieved within the planned period should be set.

Ms. Casar (Controller) said that the budget outline had been drawn up in compliance with all relevant General Assembly resolutions, particularly resolution 41/213, and the Secretariat had not deviated from the budget review process as set out in the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation and the Methods of Evaluation.
