The following signatory that has not ratified the Convention participated in the Meeting as an observer in accordance with Article 11, paragraph 4, of the Convention and rule 1, paragraph 1, of the rules of procedure of the Meeting: Poland.

As President-designate of this year's Meeting of States Parties to the Ottawa Convention, Australia urges all States which have yet to do so to ratify or accede to the Convention, and we warmly encourage non-States parties to participate in the meeting as observers.

6. 6 States that had ratified or acceded to the Convention, but for which the Convention had not yet entered into force, participated in the Meeting as observers: Belarus, Burundi, Greece, Serbia and Montenegro, Sudan and Turkey.
6- وشاركت في الاجتماع بصفة مراقب ست دول كانت قد صدَّقت على الاتفاقية أو انضمت إليها، ولكن الاتفاقية لم تصبح بعد نافذة بالنسبة إليها، وهي: بوروندي، وبيلاروس، وتركيا، والسودان، وصربيا والجبل الأسود، واليونان.

The following delegations participated in the meeting as observers, in accordance with article 11, paragraph 4, of the Convention and rule 1, paragraph 1, of the rules of procedure of the Meeting: China, Cuba, Egypt, India, Lebanon, Libya, Morocco, Myanmar, Oman, Palestine, Pakistan, Saudi Arabia, Singapore, Sri Lanka, and United States of America.
