It was stated that model regulations would provide a set of rules that States enacting the law recommended in the Guide could easily adopt.
وذُكر أنَّ اللائحة التنظيمية النموذجية ستوفّر مجموعة من القواعد يمكن للدول المشترعة للقانون الموصى به في الدليل التشريعي أن تعتمدها بسهولة.

For example, it was noted, if a State had generally enacted the law recommended in the Guide, while providing for document- rather than notice-registration or registration for creation rather than for third-party effectiveness purposes, that State would not be able to implement the substance of the draft Registry Guide.
