Emphasizing the critical importance of equal and effective participation in political and public affairs for democracy, the rule of law, social inclusion, economic development and advancing gender equality, as well as for the realization of all human rights and fundamental freedoms,
وإذ يشدد على ما تتسم به المشاركة في الشأن السياسي والعام بفعالية وعلى قدم المساواة بين الجميع من أهمية بالغة للديمقراطية وسيادة القانون والإدماج الاجتماعي والتنمية الاقتصادية وتعزيز المساواة بين الجنسين، ولإعمال جميع حقوق الإنسان والحريات الأساسية،

Although female participation in politics has always been low, the amount of females that are elected in Local Council elections is gradually increasing (currently stands at 20%).
ورغم أن مشاركة الإناث في الشأن السياسي كانت دائماً متدنية، فإن عدد الإناث اللواتي يُنتخبن للمجالس المحلية يتزايد تدريجياً (ويمثل الآن نسبة 20 في المائة).

Recognizing further the need to intensify efforts to eliminate barriers in law and in practice and to actively facilitate full and effective participation in political and public affairs,
وإذ يسلم كذلك بضرورة تكثيف الجهود لإزالة الحواجز القائمة في القانون والممارسة وللعمل بهمّة على تيسير المشاركة التامة والفعالة في الشأن السياسي والعام،

Recognizing further the need to intensify efforts to eliminate barriers in law and in practice and to actively facilitate full and effective participation in political and public affairs,
وإذ يعترف كذلك بضرورة تكثيف الجهود لإزالة الحواجز القائمة في القانون والممارسة وللعمل بهمّة على تيسير المشاركة التامة والفعالة في الشأن السياسي والعام،

2. Recognizes that women, persons belonging to marginalized groups or minorities, and persons in vulnerable situations are among those who are most affected by discrimination in participation in political and public affairs;
2- يعترف بأن النساء، والأشخاص المنتمين إلى فئات مهمَّشة أو إلى أقليات، والأشخاص الضعفاء الحال، هم من بين أشد الفئات تضرراً من التمييز في المشاركة في الشأن السياسي والعام؛

One of the main goals of the strategy is to increase contacts among people of different cultural backgrounds, and increase the participation of minorities in political and economic affairs.
ومن أهم أهداف الاستراتيجية تعزيز التواصل بين أشخاص من مشارب ثقافية شتى، وزيادة مشاركة الأقليات في الشأن السياسي والاقتصادي.

Recognizing that the rights of everyone to freedom of expression, to peaceful assembly, to freedom of association, to education, and access to information, as well as inclusive economic empowerment, are among the essential conditions for equal participation in political and public affairs and must be promoted and protected,
وإذ يعترف بأن حقوق كل فرد في حرية التعبير والتجمع السلمي وحرية تكوين الجمعيات وفي التعليم والوصول إلى المعلومات والتمكين الاقتصادي الشامل للجميع هي من الشروط الأساسية للمشاركة في الشأن السياسي والعام على قدم المساواة بين الجميع ويجب تعزيزها وحمايتها،

(a) Complying fully with their international human rights law obligations and commitments with regard to participation in political and public affairs, including by reflecting them in their national legislative framework;
(أ) التقيد التام بالتزاماتها وتعهداتها الدولية في مجال حقوق الإنسان فيما يتعلق بالمشاركة في الشأن السياسي والعام، بسبل منها إدراج هذه الالتزامات والتعهدات في أطرها التشريعية الوطنية؛

وإذ يسلم بأن حقوق كل فرد في حرية التعبير والتجمع السلمي وحرية تكوين الجمعيات وفي التعليم والوصول إلى المعلومات والتمكين الاقتصادي الشامل للجميع هي من الشروط الأساسية للمشاركة في الشأن السياسي والعام على قدم المساواة بين الجميع ويجب تعزيزها وحمايتها،

2- يعترف بأن النساء، والأشخاص المنتمين إلى فئات مهمَّشة أو إلى أقليات، والأشخاص ضعفاء الحال، هم من أشد الفئات تضرراً من التمييز في المشاركة في الشأن السياسي والعام؛

3. Reaffirms the obligation of States to take all appropriate measures to ensure that every citizen has an effective right and opportunity to participate in political and public affairs on an equal basis;
3- يؤكد من جديد التزام الدول باتخاذ جميع التدابير المناسبة التي تكفل لكل مواطن على نحو فعال حق وفرصة المشاركة في الشأن السياسي والعام على قدم المساواة؛

4. Urges all States to ensure the full and effective participation of all citizens in political and public affairs on an equal basis, including by, inter alia:
4- يحث جميع الدول على تأمين مشاركة جميع المواطنين مشاركة كاملة وفعالة في الشأن السياسي والعام على قدم المساواة بوسائل منها ما يلي:

3. Reaffirms the obligation of States to take all appropriate measures to ensure that every citizen has an effective right and opportunity to participate in political and public affairs on an equal basis;
3- يؤكد من جديد التزام الدول باتخاذ جميع التدابير المناسبة التي تكفل لكل مواطن على نحو فعال الحق والفرصة في المشاركة في الشأن السياسي والعام على قدم المساواة؛

(c) Ensuring that no one's right to participate in political and public affairs of his or her country is suspended or conditioned, except on objective and reasonable grounds which are duly established by law and in conformity with international law;
(ج) ضمان ألا يكون حق أي شخص في المشاركة في الشأن السياسي والعام لبلده معلّقاً أو مشروطاً، إلا لأسباب موضوعية ومعقولة ينص عليها القانون على النحو الواجب وتتوافق مع القانون الدولي؛

ورغم أن مشاركة النّساء في الشأن السياسي كانت دائماً متدنية، فإن عدد النساء المنتخبات في المجالس المحلية ما فتئ يتزايد (تمثل النساء اليوم 20,5 في المائة من مجموع المنتخبين، ومنهن الولاة ونائبات الولاة والمستشارات).
