Having reviewed all the views expressed on this very important subject, we remain convinced that the only absolute guarantee against the use or threat of use of nuclear weapons is their total elimination through transparent, verifiable and irreversible measures, in accordance with article VI of the NPT and as stipulated in the advisory opinion of the International Court of Justice in 1996.
