During this year's session of the Preparatory Committee for the NPT Review Conference in May, we were asked what the value would be of an initiative for a nuclear-weapon-free southern hemisphere if it did not affect the freedom of the high seas and the rights of passage through maritime space.
وخلال دورة هذا العام للجنة التحضيرية للمؤتمر الاستعراضي لمعاهدة عدم الانتشار في أيار/مايو، سُئلنا عن الفائدة التي تعود من مبادرة لإنشاء منطقة خالية من الأسلحة النووية في نصف الكرة الجنوبي إذا لم تؤثر على حرية أعالي البحار وحقوق المرور في المجال البحري.

My delegation notes that draft resolution A/C.1/53/L.37, entitled “Nuclear-weapon-free southern hemisphere and adjacent areas”, makes reference to the applicable principles and rules of international law relating to the freedom of the high seas and the rights of passage through maritime space, including those of the United Nations Convention on the Law of the Sea.
ويلاحظ وفــدي أن مشــروع القرار A/C.1/53/L.37 المعنون " المنطقة الخالية من اﻷسلحة النووية في نصف الكــرة الجنوبي والمناطق المتاخمــة " يشير إلى مبادئ وقواعــد القانون الدولي المنطبقة فيمــا يتعلق بحقوق المرور فــي أعالــي البحار وحقــوق المــرور في المجال البحري بما في ذلك ما ورد منها في اتفاقية اﻷمم المتحدة لقانون البحار.

The document on " Confidence- and Security-Building Measures in the naval field in the Black Sea " constitutes a landmark in this direction.
وتشكل الوثيقة المتعلقة بـ " تدابير بناء الثقة والأمن في المجال البحري في البحر الأسود " معلما بارزا في هذا الاتجاه.

He submitted that draft paragraphs 4 and 5 were easily reconcilable in their current form with the work being undertaken in other international forums, including in the maritime field.
وقال إنه يرى أن مشروعي الفقرتين 4 و5 بشكلهما الحالي تمكن مواءمتهما بسهولة مع العمل الجاري في محافل دولية أخرى، بما في ذلك العمل الجاري في المجال البحري.

The Advisory Committee notes that part of the functions proposed relate to areas of maritime and aviation planning (see A/62/752, paras. 30-32).

On 25 April 2002, the Republic of Bulgaria, Georgia, Romania, the Russian Federation, the Republic of Turkey and Ukraine adopted a document on confidence- and security-building measures in the naval field in the Black Sea.
في 25 نيسان/أبريل 2002 اعتمد الاتحاد الروسي وبلغاريا وتركيا، وجورجيا ورومانيا وأوكرانيا وثيقة بشأن تدابير بناء الثقة والأمن في المجال البحري في البحر الأسود.

15. Delegations from all Black Sea countries took part in negotiations on confidence- and security-building measures in the naval field in the Black Sea area. The negotiations were successfully concluded on 1 November 2001 with the adoption of a draft Document on confidence- and security-building measures in the naval field in the Black Sea area.
15 - وشاركت وفود من جميع بلدان البحر الأسود في المفاوضات التي جرت بشأن تدابير بناء الثقة والأمن في المجال البحري بمنطقة البحر الأسود واختتمت المفاوضات بنجاح في 1 تشرين الثاني/نوفمبر 2001 باعتماد مشروع وثيقة بشأن تدابير بناء الثقة والأمن في المجال البحري بمنطقة البحر الأسود.

CARICOM is also delighted that the Tribunal continues to carry out its series of workshops on the settlement of law of the sea-related disputes in various regions of the world in cooperation with the International Foundation of the Law of the Sea, aimed at providing Government experts working in the maritime field with insight into the procedures for the settlement of disputes.

UNDP is joining with the International Maritime Organization (IMO) and CARICOM to continue support to this sector through the provision of further technical advice, training and capacity-building initiatives and the development of maritime training modules for use in regional institutions.

It was suggested by some delegations that such responses could also include increased information-sharing through, inter alia, regional intelligence and observation systems, so as to enhance States' awareness of the maritime domain.
واقترح بعض الوفود أن مثل هذه الردود يمكن أن تتضمن أيضا تعزيز تبادل المعلومات عبر جملة آليات من بينها النظم الإقليمية للمراقبة والاستخبارات، وذلك لرفع مستوى وعي الدول في المجال البحري.
