Noting the outcome of the United Nations Environment Programme Symposium on Illegal International Traffic in hazardous chemicals that took place in Prague, Czech Republic, from 6 to 8 November 2006,
وإذ يلاحظ نتائج ندوة برنامج الأمم المتحدة للبيئة عن الاتجار الدولي غير المشروع في المواد الكيميائية الخطرة التي عقدت في براغ، الجمهورية التشيكية، في الفترة من 6 إلى 8 تشرين الثاني/نوفمبر 2006()،

Aware of the concerns of the international community as regards the environmentally sound management of toxic chemicals, including prevention of the illegal international traffic in hazardous chemicals, including pesticides, as reflected in chapter 19 of Agenda 21,1
وإذ يدرك الشواغل التي تنتاب المجتمع الدولي إزاء اﻹدارة السليمة بيئيا للمواد الكيميائية السمية، بما في ذلك منع الاتجار الدولي غير المشروع في المواد الكيميائية الخطرة بما فيها مبيدات اﻵفات، على النحو المبين في الفصل ١٩ من جدول أعمال القرن ٢١)١(،

Developing countries and countries with economies in transition need better access to affordable, safer technologies and alternatives, which will also assist in reducing illegal traffic in hazardous chemicals.
(ﻫ) وتحتاج البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال إلى الوصول إلى البدائل الميسورة، وإلى التكنولوجيات الأكثر سلامة التي تساعد بدورها في التقليل من الاتجار غير المشروع في المواد الكيميائية الخطرة.

A series of initial activities, which have been planned for 2006 - 2007 to support key objectives of the Strategic Approach, commencing with a symposium on illegal traffic in hazardous chemicals to be held in the Czech Republic in November 2006 with financial support from the Government of Germany;
(أ) سلسلة من الأنشطة المبدئية وضع التخطيط لها لفترة 2006 - 2007 لدعم الأنشطة الرئيسية للنهج الاستراتيجي، وهي تبدأ بمنتدى بشأن الاتجار غير المشروع في المواد الكيميائية الخطرة مقرر عقده في الجمهورية التشيكية في تشرين الثاني/نوفمبر 2006 بدعم مالي من حكومة ألمانيا؛

(ﻫ) وتحتاج البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال إلى الوصول إلى البدائل التي في متناول اليد، وإلى التكنولوجيات الأكثر سلامة التي تساعد بدورها في التقليل من الاتجار غير المشروع في المواد الكيميائية الخطرة.

(أ) سلسلة من الأنشطة الأولية المخططة للفترة 2006 - 2007 لدعم الأهداف الرئيسية للنهج الاستراتيجي، تبدأ بندوة بشأن الاتجار غير المشروع في المواد الكيميائية الخطرة عقدت في الجمهورية التشيكية في تشرين الثاني/نوفمبر 2006 بدعم مالي من حكومة ألمانيا؛

Aware of the concerns of the international community regarding the risks from trade and/or illegal traffic in hazardous chemicals, including pesticides, as reflected in chapter 19 of Agenda 21 and General Assembly resolutions 37/137 of 17 December 1982, 38/149 of 19 December 1983, 39/229 of 18 December 1984 and 44/226 of 22 December 1989,
وإذ يدرك قلق المجتمع الدولي إزاء اﻷخطار الناجمة عن التجارة و/أو الاتجار غير المشروع في المواد الكيميائية الخطرة بما فيها مبيدان اﻵفات كما هو مبيﱠن في الفصل ١٩ من جدول أعمال القرن ٢١ وفي قرارات الجمعية العامة ٣٧/١٣٧ المؤرخ ١٧ كانون اﻷول/ديسمبر ١٩٨٢ و ٣٨/١٤٩ المؤرخ ١٩ كانون اﻷول/ ديسمبر ١٩٨٣ و ٣٩/٢٢٩ المؤرخ ١٨ كانون اﻷول/ديسمبر ١٩٨٤ و ٤٤/٢٢٦ المؤرخ ٢٢ كانون اﻷول/ديسمبر ١٩٨٩،

Promote efforts to prevent international illegal trafficking of hazardous chemicals and hazardous wastes and to prevent damage resulting from the transboundary movement and disposal of hazardous wastes in a manner consistent with obligations under relevant international instruments, such as the Basel Convention on the Control of the Transboundary Movement of Hazardous Wastes and Their Disposal.
زيادة الجهود الرامية لمنع الاتجار الدولي غير المشروع في المواد الكيميائية الخطرة والنفايات الخطرة ومنع الأضرار الناتجة عن النقل عبر الحدود والتخلص عبر الحدود من النفايات الخطرة بصورة تتوافق مع الالتزامات التي ترتبها الصكوك الدولية المختصة مثل اتفاقية بازل،.
