At its second session, the Conference adopted resolution 2/1, in which it decided, inter alia, that the review mechanism should be non-punitive and identify difficulties encountered by parties in the fulfilment of their obligations under the Convention.

One noted that articles already in use containing persistent organic pollutants were potential persistent organic pollutant reservoirs that should not be overlooked by Parties and requested that the Secretariat prepare a list of relevant common articles to assist Parties to fulfil their obligations under Annexes A and B.
وأشار أحد الممثلين إلى أن السلع المستخدمة بالفعل التي تحتوي على ملوثات عضوية ثابتة تعتبر مستودعات محتملة للملوثات العضوية الثابتة لا ينبغي أن تتجاهلها الأطراف وطلب ان تعد الأمانة قائمة بالسلع الشائعة ذات الصلة لمساعدة الأطراف في الوفاء بالتزاماتها بمقتضى المرفقين ألف وباء.

In this regard, we believe that the legitimate demands of the non-nuclear States to promote the peaceful uses of nuclear energy should be duly respected and that resolute measures should be taken against those States that fail to fulfil their obligations under the IAEA safeguards system.
وفي هذا الصدد، نعتقد أن المطالبة المشروعة من جانب الدول غير الحائزة لﻷسلحة النووية بتشجيع الاستخدامات السلمية للطاقة النووية انما هي مطالبة ينبغي أن تراعى على النحو الواجب، كما ينبغي اتخاذ تدابير حازمة ضد الدول التي تقصر في الوفاء بالتزاماتها بمقتضى نظام ضمانات الوكالة الدولية للطاقة الذرية.

In addition, the Co-Chairs expressed their desire that the Standing Committee identify practical means to assist States in meeting their obligations under article 6.3 of the Convention in view of achieving progress by 2004 and beyond.
