Further requests the Secretary-General to revise the draft guidelines set out in his reports on gratis personnel in accordance with the provisions of the present resolution and taking into account the following principles, and to submit them to the General Assembly, through the Advisory Committee on Administrative and Budgetary Questions, for its approval at its fifty-second session:

18. The Board recommended in its reports for the previous two bienniums that UNDP provide guidance to country offices on monitoring the correlation between reported expenditure and the level of project implementation, and improve performance measurement processes to monitor technical implementation in comparison to financial implementation.
