١ - في حالة نشوء نزاع بين اثنين أو أكثر من الدول اﻷطراف بالنسبة لتفسير أو تطبيق هذه الاتفاقية، تبادر هذه الدول اﻷطراف إلى إجراء مشاورات فيما بينها بغرض تسوية النزاع عن طريق التفاوض أو عن طريق أي وسيلة سلمية أخرى لتسوية النزاعات تكون مقبولة لدى جميع أطراف النزاع.
