نصت الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير على الآتي:

Please clarify the relationship between the Libyan Arab Committee on Human Rights in the Age of the Masses and the ordinary courts in so far as the implementation of the Covenant is concerned.
يرجى توضيح العلاقة بين اللجنة العربية الليبية لحقوق اﻹنسان في عصر الجماهير والمحاكم العادية من حيث تنفيذ العهد؟

Accordingly, it can be said that the Great Green Document on Human Rights in the Age of the Masses has legal force in regard to legislation promulgated subsequent or prior to Act No. 5 of 1991.
ومن ثم يمكن القول بأن الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير لها قوة قانونية بالنسبة للتشريعات اللاحقة والسابقة لقانون رقم ٥ لسنة ١٩٩١.

5. Act No. 5 of 1991, concerning the application of the principles of the Great Green Document on Human Rights in the Age of the Masses.
٥ - قانون رقم ٥ لسنة ١٩٩١ بشأن تطبيق مبادئ الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير.

Commute all existing death sentences and establish a moratorium on the use of the death penalty as a step towards its abolition, as declared in the Great Green Charter of Human Rights in the Jamahiriyan Era (United Kingdom);
95-19- أن تعدِّل جميع عقوبات الإعدام القائمة وأن تعتمد وقفاً اختيارياً لعقوبة الإعدام كخطوة في اتجاه إلغائها، كما أُعلِن في الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير (المملكة المتحدة)؛

20. The Great Green Document on Human Rights in the Age of the Masses.
٠٢ - الوثيقة الخضراء الكبرى لحقوق الانسان في عصر الجماهير.

Principle 14 of the Great Green Document on Human Rights in the Age of the Masses stipulates that Jamahiri society supports all those who have no means of support.
والمادة 14 من الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير التي أكدت على أن المجتمع الجماهيري ولي من لا ولي لـه.

25. The Great Green Document on Human Rights in the Age of the Masses, which was promulgated in 1988, contains many principles designed to sanctify and safeguard human freedom and ensure a decent life for all members of society.
25- ولقد صدرت الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير في عام 1988 متضمنة الكثير من المبادئ التي تستهدف تقديس حرية الإنسان والمحافظة عليها، وضمان معيشة ميسرة كريمة لأفراد المجتمع.

57. In accordance with Principle 21 of the Great Green Document on Human Rights in the Age of the Masses, all male and female members of Jamahiri society are equal in all human respects and discrimination between men and women is a flagrant injustice that cannot be justified.
٧٥- كما نصت الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير في المبدأ ١٢ بأن أبناء المجتمع الجماهيري متساوون رجالا ونساء في كل ما هو إنساني وان التفرقة بين الرجل والمرأة ظلم صارخ ليس له ما يبرره.

A severe penalty would be imposed on him, up to and including death, because the Great Green Document on Human Rights in the Age of the Masses prescribed the death penalty for anyone whose existence posed a danger to others.
موضحا أنه من يمس الجانب الروحي في المجتمع الليبي لا يسمح له وتصدر بحقه العقوبة الشديدة التي تصل إلى الإعدام لأن الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير تنص على أن عقوبة الإعدام تكون لمن تشكل حياته خطرا على الآخرين.

7. Basic legislation in the Jamahiriya consists of the Proclamation of the Revolution, the Constitutional Declaration, the Declaration Establishing the People's Authority, the Great Green Document on Human Rights in the Age of the Masses, the Promotion of Freedom Act, the Declaration of Human Rights and the decisions of the Basic People's Congresses.
٧- والتشريعات اﻷساسية في الجماهيرية هي إعلان قيام الثورة واﻹعلان الدستوري وإعلان قيام سلطة الشعب والوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير وقانون تعزيز الحرية وإعلان حقوق اﻹنسان وقرارات المؤتمرات الشعبية اﻷساسية.

67. With regard to the establishment of a family and the right of men and women to freedom of choice and to enter into marriage with consent and mutual understanding, article 21 of the Great Green Document on Human Rights in the Age of the Masses stipulates:
٧٦- فيما يتعلق بإنشاء اﻷسرة وحق الرجل والمرأة في الاختيار الحر والاتفاق والتفاهم في عقد الزواج فقد نصت المادة الواحدة والعشرون )١٢( من الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير على اﻵتي:

38. In accordance with Principle 9 set forth in the Great Green Document on Human Rights in the Age of the Masses, which was promulgated on 29 November 1988, Jamahiri society guarantees the right of legal redress, as well as the independence of the judiciary and the right of every accused person to a fair and impartial trial.
٨٣- ونصت الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير الصادرة في ٩٢ تشرين الثاني/نوفمبر ٨٨٩١ في المبدأ التاسع على أن المجتمع الجماهيري يضمن حق التقاضي واستقلال القضاء ولكل متهم الحق في محاكمة عادلة ونزيهة.

59. Principle 10 of the Great Green Document on Human Rights in the Age of the Masses stipulates that religion, being an absolute faith in the transcendental, as well as a sacred spiritual value for every individual and for people in general, constitutes a direct relationship with the Creator, without any intermediary.
٩٥- وان الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير نصت في المبدأ العاشر على أن الدين ايمان مطلق بالغيب وقيمه الروحية مقدسة خاصة بكل إنسان عامة لكل الناس فهو علاقة مباشرة مع الخالق دون وسيط ويحرم المجتمع الجماهيري احتكار الدين واستغلاله ﻹثارة الفتن والتعصب والتشيع والتحزب والاقتتال.

61. The above texts clearly show that the Constitutional Declaration, the Promotion of Freedom Act and the Great Green Document on Human Rights in the Age of the Masses are consistent with the letter and the spirit of articles 2 and 26 of the International Covenant on Civil and Political Rights.
١٦- ويبين من النصوص المتقدمة في الاعلان الدستوري وقانون تعزيز الحرية والوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير أنها تتفق نصا وروحا مع ما جاء في المادتين الثانية والسادسة والعشرين في العهد الدولي للحقوق المدنية والسياسية.

76. Principle 7 of the Great Green Document on Human Rights in the Age of the Masses stipulates that the numbers of Jamahiri society are free in respect of their personal conduct and relationships, to the extent that no one may interfere in them unless a complaint is made by a party to the relationship or if the conduct or relationship harms or undermines society or is incompatible with its values.
٦٧- ونصت الوثيقة الخضراء الكبرى لحقوق اﻹنسان في عصر الجماهير في المبدأ السابع على أن أبناء المجتمع الجماهيري أحرار في تصرفاتهم الخاصة وعلاقاتهم الشخصية ولا يحق ﻷحد التدخل فيها إلا إذا اشتكى أحد أطراف العلاقة أو إذا كان التصرف أو العلاقة ضارة بالمجتمع أو مفسدة له أو منافية لقيمه.

38. According to principle 9 of the Great Green Document on Human Rights in the Age of the Masses: " The society of the Jamahiriya guarantees the right of legal redress, as well as the independence of the judiciary and the right of every accused person to a fair and impartial trial. "
38- وينص المبدأ التاسع من الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير على ما يلي: " المجتمع الجماهيري يضمن حق التقاضي واستقلال القضاء ولكلٍ الحق في محاكمة عادلة ونزيهة " .

49. According to principle 3 of the Great Green Document on Human Rights in the Age of the Masses, " the members of the society of the Jamahiriya enjoy freedom of movement and residence in time of peace. "
49- وينص المبدأ الثالث من الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير على أن " أبناء المجتمع الجماهيري أحرار وقت السلم في التنقل والإقامة " .

(a) According to the Great Green Document on Human Rights in the Age of the Masses, the sons of Jamahiri society revere, protect and prohibit the curtailment of human freedom.
(أ) إن الوثيقة الخضراء الكبرى لحقوق الإنسان في عصر الجماهير قد نصت على أن: أبناء المجتمع الجماهيري يقدسون حرية الإنسان ويحمونها ويُحرّمون تقييدها.

5. The Committee notes with satisfaction that the Covenant is part of the domestic law of the Libyan Arab Jamahiriya and that certain aspects of the Covenant have been included in the Great Green Charter of Human Rights of the Jamahiriyan Era (1988), in the Promotion of Freedom Act of 1991 and in the draft Constitution.
٥ - تحيط اللجنة علماً مع الارتياح بأن العهد هو جزء من القانون الداخلي للجماهيرية العربية الليبية وان جوانب معينة من العهد قد أُدرجت في الوثيقة الخضراء الكبرى لحقوق الانسان في عصر الجماهير )١٩٨٨( وفي قانون تعزيز الحرية لعام ١٩٩١ وفي مشروع الدستور.

127. The Committee notes with satisfaction that the Covenant is part of the domestic law of the Libyan Arab Jamahiriya and that certain aspects of the Covenant have been included in the Great Green Charter of Human Rights of the Jamahiriyan Era (1988), in the Promotion of Freedom Act of 1991 and in the draft Constitution.
١٢٧ - تحيط اللجنة علماً مع الارتياح بأن العهد هو جزء من القانون الداخلي للجماهيرية العربية الليبية وان جوانب معينة من العهد قد أُدرجت في الوثيقة الخضراء الكبرى لحقوق الانسان في عصر الجماهير )١٩٨٨( وفي قانون تعزيز الحرية لعام ١٩٩١ وفي مشروع الدستور.
