In compliance with the request contained in Commission on Human Rights resolution 2002/61, the Secretary-General distributed a questionnaire to States, relevant bodies and organizations of the United Nations system and national human rights institutions, requesting information on national legislation and practice relating to persons with mental disabilities.
2 - استجابة للطلب الوارد في قرار لجنة حقوق الإنسان 2002/61، قام الأمين العام بتوزيع استبيان على الدول الأعضاء والهيئات والمؤسسات ذات الصلة في منظومة الأمم المتحدة والمؤسسات الوطنية لحقوق الإنسان طالبا منها معلومات عن التشريعات والممارسات الوطنية فيما يتعلق بالأشخاص المصابين بأمراض عقلية.

1. The Ministry of Justice of Lebanon indicated that it had studied the recommendations contained in Commission resolution 1996/26 concerning minimum humanitarian standards in emergency situations, and was in agreement therewith. Its only comment concerned the wording of the first paragraph of the recommendations, which should read as follows:
١- قامت وزارة العدل اللبنانية بدراسة التوصية الواردة في قرار لجنة حقوق اﻹنسان ٦٩٩١/٦٢ بشأن المعايير اﻹنسانية الدنيا في حالات الطوارئ وتعرب عن موافقتها عليها وإذا كان من ملاحظة تبديها فهي في صياغة الفقرة اﻷولى من التوصية التي ينبغي أن تنص على ما يلي:

The Government considers that there is a great need for more active involvement by OHCHR, in cooperation with UNHCR, in efforts to implement the Programme of Action, and in the tasks enumerated in Commission resolution 1997/75.
٠٥- وترى الحكومة أنه توجد حاجة كبيرة لمزيد من المشاركة النشطة من جانب مكتب المفوض السامي لحقوق اﻹنسان، بالتعاون مع المفوضية العليا لشؤون اللاجئين، في الجهود الرامية إلى تنفيذ برنامج العمل وفي المهام الوارد ذكرها في قرار لجنة حقوق اﻹنسان ١٩٩٧/٧٥.

Special attention is given in the Commission on Human Rights resolution to the situation of migrant workers and of discrimination against them.

21. Process of democratization and elections: In this connection, the above-mentioned resolution of the Commission on Human Rights of 16 April 1997 states that the Commission:
