The Executive Director is responsible for ensuring that the Executive Secretary exercises any such delegated authority in accordance with the rules and regulations of the United Nations and UNEP and the Executive Director's commitments in this Memorandum of Understanding.

3. Reimbursement for major equipment will be in effect at full rates until the date of cessation of operations by the troop/police contributor or termination of the mission and thereafter be reduced to 50 per cent of the rates agreed in this MOU until the major equipment items have departed the mission area.
3 - تسدَّد تكاليف المعدَّات الرئيسية بالمعدلات الكاملة حتى تاريخ وقف العمليات من جانب البلد المساهم بالقوات/بالشرطة أو إنهاء البعثة وتخفَّض بعد ذلك معدلات السداد إلى نسبة 50 في المائة من معدلات السداد المتفَّق عليها في مذكرة التفاهم هذه إلى أن تغادر بنود المعدَّات الرئيسية منطقة البعثة.

The guiding principle in determining reasonability is whether the material to be provided by the Government as well as by the United Nations will meet its military function at no additional cost to the United Nations or the Government, other than those provided for in this MOU.
والمبدأ الذي يُسترشد به في تحديد المعقولية هو معرفة ما إذا كان العتاد الذي تقدمه الحكومة، وكذلك الأمم المتحدة، سيؤدي وظيفته العسكرية دون تكبيد الأمم المتحدة، أو الحكومة، أية تكلفة خلاف التكلفة المنصوص عليها في مذكرة التفاهم هذه.

23. Unless otherwise specifically provided in this MOU, loss or damage to special case equipment shall be treated in the same manner as other major equipment.
23 - تعامَل حالات الفقد أو التلف لمعدَّات الحالات الخاصة بنفس الطريقة التي تعامَل بها المعدَّات الرئيسية الأخرى وذلك ما لم ينَّص تحديداً في مذكرة التفاهم هذه على خلاف ذلك.

5.1 The Government shall contribute to [United Nations peacekeeping mission] the personnel listed in annex A. Any personnel above the level indicated in this MOU shall be a national responsibility and thus not subject to reimbursement or other kind of support by the United Nations.
5-1 تُسهم الحكومة في [بعثة الأمم المتحدة لحفظ السلام] بالأفراد المذكورين في المرفق " ألف " . ويكون أي أفراد يتجاوزون المستوى المشار إليه في مذكرة التفاهم هذه من مسؤولية السلطات الوطنية وبالتالي لا تسدَّد تكاليفهم ولا يلقَون أي نوع آخر من الدعم من جانب الأمم المتحدة.

6.5 Reimbursement for major equipment will be in effect at full rates until the date of cessation of operations by a troop/police contributor or termination of the mission and thereafter be calculated at 50 per cent of the rates agreed in this MOU until the equipment departure date.
6-5 يظل سداد تكاليف المعدَّات الرئيسية بالمعدلات الكاملة ساري المفعول حتى تاريخ توقف العمليات التي يقوم بها البلد المساهم بالقوات/بالشرطة أو إنهاء البعثة، وتُحسب التكاليف بعد ذلك على أساس نسبة 50 في المائة من المعدَّلات المتفق عليها في مذكرة التفاهم هذه حتى تاريخ مغادرة المعدَّات لمنطقة البعثة.

16. The United Nations will be responsible for the cost of transportation on deployment and redeployment of the equipment level authorized in this MOU and of backup equipment up to equipment level authorized in this MOU.
16 - تتحمَّل الأمم المتحدة المسؤولية بالنسبة لتكلفة النقل على مستوى نشر المعدَّات، وإعادة نشرها، المأذون به في مذكرة التفاهم هذه وتكلفة نقل المعدَّات الاحتياطية حتى مستوى المعدَّات المأذون به في مذكرة التفاهم هذه.

2. Reimbursement for self-sustainment will be in effect at full rates until the date of cessation of operations by a troop/police contributor or termination of the mission and thereafter be reduced to 50 per cent of the rates agreed in this MOU calculated upon the remaining actual deployed troop/police strength until all contingent personnel have departed the mission area.
2 - تسدَّد تكاليف الاكتفاء الذاتي بالمعدلات الكاملة حتى تاريخ وقف العمليات من جانب البلد المساهِم بالقوات/بالشرطة أو إنهاء البعثة، وتخفَّض بعد ذلك معدلات السداد إلى نسبة 50 في المائة من معدلات السداد المتفَّق عليها في مذكرة التفاهم هذه إلى أن يغادر جميع أفراد الوحدة منطقة البعثة.

2.3 The Executive Director of UNEP and the Director-General of FAO, or their designated representatives, will share the overall responsibility for carrying out the responsibilities indicated in this Memorandum of Understanding in a cooperative manner.
2-3 يتقاسم المدير التنفيذي لبرنامج الأمم المتحدة للبيئة والمدير العام لمنظمة الأمم المتحدة للأغذية والزراعة، أو من يعيناهما من ممثلين، بالمسؤولية الشاملة عن الاضطلاع بالمسؤوليات المبينة في مذكرة التفاهم هذه بطريقة تعاونية.

1.3 Each organization will assume the responsibilities as described in this Memorandum of Understanding on the basis of their areas of competence, comparative strengths and experience, FAO having primary responsibility for pesticides and UNEP taking primary responsibility for other chemicals, in order to facilitate the mobilization by the Secretariat of the full range of scientific, technical and economic expertise required by the Convention.
1-3 تتحمل كل منظمة المسؤوليات المنصوص عليها في مذكرة التفاهم هذه كلاً وفقاً لاختصاصها، وقدراتها المقارنة وخبراتها، فتتحمل منظمة الأمم المتحدة للأغذية والزراعة بالمسؤولية الأولية عن مبيدات الآفات ويتحمل برنامج الأمم المتحدة للبيئة بالمسؤولية الأولية عن المواد الكيميائية الأخرى، وذلك من أجل تيسير تعبئة الأمانة لنطاق كامل من الخبرات العلمية والتقنية والاقتصادية التي تحتاج إليها الاتفاقية.
