12- وذكرت الحكومة مجدداً، في مذكرتها الشفوية المؤرخة 16 تموز/يوليه 2012، أنها ما زالت ترفض قرار مجلس حقوق الإنسان 19/22 لأنه قرار سياسي ويتخطى ولاية المجلس المتمثلة في حماية حقوق الإنسان وتعزيزها.

The Government, in its note verbale dated 16 July 2012, stated that the responsibility to implement the bulk of the demands to halt the violence and human rights violations made in resolution 19/22 lay on " terrorist armed groups " and on the Member States funding, supporting and harbouring these groups.
وقالت الحكومة في مذكرتها الشفوية المؤرخة 16 تموز/يوليه 2012 إن المسؤولية عن تنفيذ الجزء الأكبر من المطالب المتعلقة بكبح أعمال العنف وانتهاكات حقوق الإنسان، الواردة في القرار 19/22، إنما تقع على عاتق " المجموعات الإرهابية المسلحة " والدول الأعضاء التي تمول وتدعم وتؤوي هذه المجموعات.

27. in its note verbale dated 16 July 2012, the Government of the Syrian Arab Republic stated that it had taken measures to promote and protect the human rights of all Syrians, without discrimination based on race, ethnicity, colour, sex, religion or affiliation.
27- وقالت حكومة الجمهورية العربية السورية، في مذكرتها الشفوية المؤرخة 16 تموز/يوليه 2012، إنها اتخذت تدابير لتعزيز وحماية حقوق الإنسان لجميع السوريين، دون أي تمييز على أساس العرق أو الأصل الإثني أو اللون أو الجنس أو الدين أو الانتماء.

The voluntary pledges and commitments expressed by the Syrian Arab Republic in its note verbale dated 1 March 2011 (A/65/784) are still valid for its candidature for the Council for the term 2013-2016.
وما تزال التعهدات والالتزامات الطوعية التي أعربت عنها الجمهورية العربية السورية في مذكرتها الشفوية المؤرخة 1 آذار/مارس 2011 سارية المفعول بالنسبة لترشحها لعضوية المجلس خلال الفترة 2013-2016.
