٣٦٤ - وتشعــر اللجنــة بالقلــق ﻷن المبادئ العامة للاتفاقية، كما هي مبينة في موادها ٢ )عدم التمييز(، و٣ )مصالح الطفل الفضلى(، و٢١ )احترام آراء الطفل(، لا تطبق بالكامل ولا تدخل كما ينبغي في تنفيذ جميع مواد الاتفاقية.

574. The Committee is also concerned that the general principles of the Convention, as laid down in articles 2 (non-discrimination), 3 (best interests of the child), 6 (right to life, survival and development) and 12 (respect for the views of the child), are not being applied and duly integrated into the implementation of all articles of the Convention.
٤٧٥ - وتشعر اللجنة بالقلق كذلك إذ أن المبادئ العامــة للاتفاقيــة، المنصوص عليها في موادها ٢ )عدم التمييز( و٣ )مصالح الطفل الفضلى( و٦ )الحــق فــي الحياة وفي البقاء والتنمية( و٢١ )احترام آراء الطفل( لا تطبق ولا تدرج على النحو الواجب في تنفيذ كل مواد الاتفاقية.

Thus, the Committee is concerned that legislative and other measures relating to the physical integrity of children do not appear to be compatible with the provisions and principles of the Convention, including those of its articles 3, 19 and 37.
ومن ثم تشعر اللجنة بالقلق ﻷن التدابير التشريعية وغيرها من التدابير المتعلقة بالسلامة الجسدية لﻷطفال لا تتفق فيما يبدو مع أحكام ومبادئ الاتفاقية، بما في ذلك تلك اﻷحكام والمبادئ الواردة في موادها ٣ و٩١ و٧٣.
