The State party should clarify the nature of the Convention's status in its domestic legal system.
ينبغي للدولة الطرف أن توضح مركز الاتفاقية في نظامها القانوني الداخلي.

12. The Committee recommends that the State party accelerate the integration process of the rights and principles and provisions of the Convention into its domestic legal system to ensure the justiciability of all children's rights.
12- وتوصي اللجنة الدولة الطرف بتسريع عملية إدماج الحقوق والمبادئ والأحكام التي تنطوي عليها الاتفاقية في نظامها القانوني الداخلي لضمان إمكانية الاحتجاج بجميع حقوق الطفل أمام المحاكم.

The Committee recommends that the State party guarantee the direct applicability of all rights under the Covenant in its domestic legal order.
توصي اللجنة بأن تضمن الدولة الطرف التطبيق المباشر لجميع الحقوق المشمولة بالعهد في نظامها القانوني الداخلي.

The Committee encourages the State party to give due consideration to this issue in order to give full effect to the provisions of the Convention in its domestic legal order.

7- تعرب اللجنة مجدداً عن القلق الذي أبدته سابقاً إذ لم تعمد الدولة الطرف إلى إنفاذ أحكام العهد في نظامها القانوني الداخلي.

The Committee urges the State party to take the necessary measures to give the Covenant full effect in its domestic legal order, including by enacting relevant laws when Covenant provisions are viewed by the State party as not self-executing.
تحثّ اللجنة الدولة الطرف على اتخاذ التدابير اللازمة لإنفاذ العهد إنفاذاً كاملاً في نظامها القانوني الداخلي بما يشمل سنّ قوانين ذات صلة في حال اعتبرت الدولة الطرف أحكام العهد غير قابلة للتنفيذ التلقائي.

The Committee recommends that the State party take into account the Durban Declaration and Programme of Action, adopted in September 2001 by the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, as well as the Outcome Document of the Durban Review Conference, held in Geneva in April 2009, when implementing the Convention in its domestic legal order.
28- وتوصي اللجنة الدولة الطرف بمراعاة إعلان وبرنامج عمل ديربان، اللذين اعتمدهما المؤتمر العالمي لمكافحة العصرية والتمييز العنصري وكره الأجانب وما يتصل بذلك من تعصب في أيلول/سبتمبر 2001، وكذلك الوثيقة الختامية لمؤتمر ديربان الاستعراضي المعقود في نيسان/أبريل 2009، في نظامها القانوني الداخلي.

In the light of the Committee's general comment No. 31 (2004) on the nature of the general legal obligation imposed on States parties to the Covenant, the State party should ensure that all rights protected under the Covenant are given full effect in its domestic legal order.
في ضوء تعليق اللجنة العام رقم 31(2004) بشأن طبيعة الالتزام القانوني العام المفروض على الدول الأطراف في العهد، ينبغي أن تكفل الدولة الطرف إنفاذ جميع الأحكام التي يحميها العهد إنفاذاً كاملاً في نظامها القانوني الداخلي.

(7) The Committee regrets that the State party, while having incorporated many Covenant rights into its domestic legal order through the Human Rights Act 1998, has failed to accord the same level of protection to other Covenant rights, including the provisions of articles 26 and 27.
(7) وتعرب اللجنة عن أسفها لعدم قيام الدولة الطرف، رغم إدراجها العديد من الحقوق المنصوص عليها في العهد في نظامها القانوني الداخلي من خلال قانون حقوق الإنسان لعام 1998، بتوفير مستوى الحماية نفسه للحقوق الأخرى التي يكفلها العهد بما فيها أحكام المادتين 26 و27.

The Committee on the Elimination of Discrimination against Women (CEDAW) urged Sri Lanka to fully incorporate the Convention into its domestic legal system.
3- وحثت اللجنة المعنية بالقضاء على التمييز ضد المرأة سري لانكا على أن تدمج الاتفاقية بشكل كامل في نظامها القانوني الداخلي(24).

The Committee recommends that the State party take into account the relevant parts of the Durban Declaration and Programme of Action when implementing the Convention in the domestic legal order, in particular in respect of articles 2 to 7 of the Convention, and that it include in its next periodic report information on action plans or other measures taken to implement the Durban Declaration and Programme of Action at national level.
348- وتوصي اللجنة الدولة الطرف بأن تأخذ في الاعتبار في نظامها القانوني الداخلي عند تنفيذ الاتفاقية الجوانب ذات الصلة من إعلان وبرنامج عمل ديربان، لا سيما ما يتعلق بالمواد 2-7 من الاتفاقية، وأن تضمِّن تقريرها الدوري المقبل معلومات عن خطط العمل أو غيرها من التدابير المتخذة لتنفيذ إعلان وبرنامج عمل ديربان على الصعيد الوطني.

States reported dates of coming into effect of the Convention in their internal legal order which differed from the date of coming into effect at the international level and further work might need to be done in relation to that question.
وقد أبلغت الدول بتواريخ لبدء سريان الاتفاقية في نظامها القانوني الداخلي تختلف عن تاريخ بدء سريان الاتفاقية على الصعيد الدولي، وقد يلزم الاضطلاع بمزيد من العمل بشأن هذه المسألة.

States should incorporate their obligations under international human rights conventions into their domestic legal order.
ينبغي للدول أن تدرج التزاماتها بموجب الاتفاقيات الدولية لحقوق الإنسان في نظامها القانوني الداخلي.
