5. All Member States of the United Nations are encouraged to participate annually in the standardized reporting system and to submit the data on time and in conformity with the general and specific guidelines for reporting military expenditures to the United Nations standardized instrument.

3. Participation in the standardized reporting system has increased almost steadily since the instrument was first implemented in 1981, reaching its highest annual numbers in 2002 and 2006, with 82 national submissions.

The Assembly encouraged Member States to inform the Secretary-General about possible problems with the standardized reporting system and their reasons for not submitting the requested data and to continue to provide the Secretary-General with their views and suggestions on ways and means to improve the future functioning of and broaden participation in the standardized reporting system (resolution 64/22).
