Furthermore, the purposes and principles of the Charter of the United Nations, in particular, Article 2, paragraph 7, clearly stipulates that nothing in the Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any State.

Article 51 of the UN Charter promulgates: "'Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a Member of the United Nations, until the Security Council has taken the measures necessary to maintain international peace and security.
12 - تنص المادة 51 من ميثاق الأمم المتحدة على ما يلي: " ليس في هذا الميثاق ما يضعف أو ينتقص الحق الطبيعي للدول، فرادى أو جماعات، في الدفاع عن أنفسها إذا اعتدت قوة مسلحة على أحد أعضاء الأمم المتحدة وذلك إلى أن يتخذ مجلس الأمن التدابير اللازمة لحفظ السلم والأمن الدولي.

Art. 2 of the Charter states that " Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit such matters to settlement under the present Charter. "
فالمادة 2 من الميثاق تنص على أنه " ليس في هذا الميثاق ما يسوّغ للأمم المتحدة أن تتدخل في الشؤون التي تكون من صميم السلطان الداخلي لدولة ما، وليس فيه ما يقتضي الأعضاء أن يعرضوا مثل هذه المسائل لأن تحل بحكم هذا الميثاق " .

The latter reads: " Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any State or shall require the Members to submit such matters to settlement under the present Charter; but this principle shall not prejudice the application of enforcement measures under Chapter VII. "
أما المادة ٢، الفقرة ٧ فتنص على أنه: " ليس في هذا الميثاق ما يسوﱢغ لﻷمم المتحدة أن تتدخل في الشؤون التي تكون من صميم السلطان الداخلي لدولة ما، وليس فيه ما، يقتضي اﻷعضاء أن يعرضوا مثل هذه المسائل ﻷن تحل بحكم هذا الميثاق، على أن هذا المبدأ لا يخل بتطبيق تدابير القمع الواردة في الفصل السابع " .

Article 51 of the Charter of the United Nations reads as follows: " Nothing in the present Charter shall impair the inherent right of individual or collective self-defence if an armed attack occurs against a Member of the United Nations, until the Security Council has taken measures necessary to maintain international peace and security. ... . "
نصت المـــادة (51) من ميثاق الأمم المتحدة على: (ليس في هذا الميثاق ما يضعف أو ينقص الحق الطبيعي للدول، فرادى أو جماعات، في الدفاع عن أنفسهم إذا اعتدت قوة مسلحة على أحد أعضاء الأمم المتحدة وذلك إلى أن يتخذ مجلس الأمن التدابير اللازمة لحفظ السلم والأمن الدولي).

The Charter of the United Nations affirms this principle, inasmuch as Article 2, paragraph 7, of the Charter states that: " Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any State or shall require the Members to submit such matters to settlement under the Charter; ... "

The language of this article is restrictive: " Nothing in the present Charter shall impair the inherent right of individual or collective self-defense if an armed attack occurs against a member of the United Nations, until the Security Council has taken measures to maintain international peace and security " .
188- لقد صيغت هذه المادة صياغة تقييدية، إذ تنص على أنه: " ليس في هذا الميثاق ما يضعف أو ينتقص الحق الطبيعي للدول، فرادى أو جماعات، في الدفاع عن أنفسها إذا اعتدت قوة مسلحة على أحد أعضاء الأمم المتحدة وذلك إلى أن يتخذ مجلس الأمن التدابير اللازمة لحفظ السلم والأمن الدولي " .

The fact that the Secretariat insists on addressing this issue is a reflection of its determination to violate the oath of office as well as the Charter of the United Nations, paragraph 7 of Article 2 of which states that " Nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state. "
